This is a Request for Proposal (RFP) issued by the City of Brunswick, Georgia for a Municipal Financial Management Software System (RFP 2026-03). The City seeks competitively sealed proposals from qualified vendors to design, furnish, install, and support a comprehensive financial management solution to replace its current New World ERP system by Tyler Technologies, which has been in use since 2008. The desired system must provide integrated functionality across nine required modules including accounts payable, accounts receivable, budget management, cash receipting, fixed asset tracking, general ledger, human resources, payroll, and purchase orders, along with integrations for court transactions, parks and recreation, permitting, and police department systems. The City currently processes approximately 1,800 general ledger accounts, 2,000 annual cash receipt transactions, 4,000 annual payables/checks, and maintains approximately 250 active employees with 28 financial module users and 15 department directors requiring view-only access. The RFP was released on March 3, 2026, with a vendor Q&A deadline of March 17, 2026, and proposal submissions due by 5:00 PM on March 31, 2026. Proposals will be publicly opened and read aloud on April 1, 2026, with evaluation and committee review occurring April 6-17, 2026, demonstrations April 20-24, 2026, and final vendor selection on April 27, 2026. The tentative contract award date is May 22, 2026, with project kick-off scheduled for July 1, 2026.

Vendors must submit one original bound copy with signatures, four copies, and one electronic copy of the technical proposal, along with five separate sealed copies of the cost proposal. Pricing must detail costs for software, hardware, data conversion, installation, training, implementation, and ongoing support across all modules, with the City seeking a firm-fixed price budget for a system that will serve the organization for 10 or more years. The evaluation criteria are weighted as follows: Functional Capabilities & Modules (30%), Price & Total Cost of Ownership (25%), Implementation Plan & Timeline (15%), Technical Architecture & Integrations (10%), Vendor Experience & References (10%), and Support & Training (10%). Vendor minimum qualifications include demonstrated experience with comparable projects, sufficient certified technicians, proper credentials and licensures, provision of three customer references, and proof of minimum insurance requirements. The City currently uses New World for general ledger and payroll functions, with Edmunds Gov Tech and IWORQ systems for accounts receivable and permitting, necessitating comprehensive data conversion and system integration. A performance bond and payment bond of $1,000,000 each are required, along with comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate. The contract must comply with Georgia Security and Immigration Compliance Act requirements and include provisions for data encryption, multi-factor authentication, role-based access, NIST/ISO 27001 compliance, and regular security patching.

• Software demos.

• Total cost of ownership.

The evaluation factors identified above reflect a wide range of considerations.

While cost is important, other factors are also significant. The City may select other than the lowest cost solution. The objective is to choose a vendor capable of providing a reliable and integrated solution within a reasonable budget. All proposals will be evaluated based on the following weighted criteria:

Criteria Weight (%) Functional Capabilities & Modules

30%

Price & Total Cost of Ownership

25%

Implementation Plan & Timeline 15%

Technical Architecture & Integrations 10%

Vendor Experience & References 10%

Support & Training 10%

TOTAL 100%

Notification. Based on the evaluation of the RFP’s, the city will select a short List of three or four vendors and invite them to participate in a software demonstration.

The selected vendors will be notified in writing or email by the date indicated in Section 3.

• INTERVIEW/SOFTWARE DEMONSTRATIONS

Demonstration Meetings. Once the Short List of vendors has been identified they will be invited to participate in a Demo Meeting with the Project Team. The purpose of this meeting will be to allow the vendor time to acquire additional information about the scope of the project and to review any questions about the Demo Script presented to the vendors. Customer references may be requested prior to the software demonstrations.

Interview Format Electronic presentations, such as PowerPoint presentations, are allowed but are limited to no more than a 60-minute window. The Owner will have a screen available in the interview room. The presentation may include flip charts, boards, or any other media the vendor may need to communicate their abilities, along with the oral presentation. The vendor should be prepared to answer any questions that may arise during the presentation.

Interview Requirements The primary intent of the formal interview process is to provide the Owner with in-depth and clarifying information about the vendor. Information provided should assist the Selection Committee in making an informed decision as to the proposer best suited for the work. The interviews may be conducted by the members of the Selection Committee and any other representatives as deemed necessary by the Owner. Each Selection Committee Member will take into consideration the information gathered during the presentation/interview when completing their final evaluation. All key personnel should be present at the interview, including, at a minimum, the project manager.

c. Within thirty (30) days after receipt of the Contract Documents, executed by the

Contractor, certificates of insurance, and license(s) the City shall complete the execution of the documents. Distribution of the completed documents will be made upon completion.
