About this file
This is a Request for Proposal (RFP) issued by the Santa Clara Valley Water District (Valley Water) for environmental and engineering consulting services to conduct the 2026 Local Watershed Sanitary Survey covering four drinking water reservoirs—Anderson, Coyote, Calero, and Almaden—for the five-year period from January 1, 2021, through December 31, 2025. The survey will evaluate watershed status, water quality, potential contaminant sources, invasive species risks, and drought impacts, with deliverables including field investigations, GIS mapping, water quality assessments, and a comprehensive final report complying with California Code of Regulations Title 22, Section 64665 and the American Water Works Association Watershed Sanitary Survey Guidance Manual. Valley Water anticipates awarding a one-and-a-half-year agreement to a single qualified firm. The deadline for proposal submission is February 3, 2026, at 2:00 p.m. Pacific Time, with electronic submissions required through the SCVWD Procurement Portal. No pre-proposal conference or site visit will be held. Interviews and oral presentations are tentatively scheduled for the week of March 2-6, 2026. The final Watershed Sanitary Survey Report is due no later than December 1, 2026.
Proposers must meet minimum qualifications of at least 10 years of experience conducting complex watershed sanitary surveys, with demonstrated knowledge of drinking water source protection, water quality and treatment, and water supply operations. The evaluation process comprises four steps: responsiveness review, technical evaluation, interviews and oral presentations, and final scoring based on criteria including firm qualifications (25 points), project team qualifications and expertise (25 points), technical approach and work plan (45 points), and Small Business Enterprise participation (5 points), for a total of 100 points. Valley Water will grant a five percent preference to proposers registered as small businesses with California's Department of General Services and encourages minimum 30 percent Small Business Enterprise participation. Pricing information must be submitted separately in a password-protected Excel file and is not a factor in selecting the highest-ranked firm; negotiations will occur after technical evaluation with the highest-ranked proposer using Time and Materials pricing with a Not-to-Exceed fee structure. Valley Water reserves the right to reject any or all proposals, disqualify non-responsive proposers, conduct independent reference checks, and modify the procurement schedule at its discretion. No cost information for proposal preparation will be reimbursed by Valley Water.

EVALUATION AND SELECTION
EVALUATION PROCESS
The evaluation and selection process will consist of the four (4) steps outlined below. Valley Water has the right to conduct an independent investigation of the information provided in a proposal, including contacting references. The Evaluation Committee (“EC”) selected by Valley Water may use any relevant information gathered by such investigation and any other relevant information that comes to Valley Water's attention to evaluate a Proposer.
Step 1: Responsiveness Proposals will first be reviewed for their responsiveness, including timely receipt of the proposal and inclusion of all required documents and signatures. Proposals deemed incomplete in any material respect may be considered non-responsive and rejected. At its sole discretion, however, the EC may waive any non-material deviations, defects, technicalities, or informalities or may request clarification or additional information.
Step 2: Evaluation The EC will evaluate proposals based on the Evaluation Criteria outlined in Section 4.2 Evaluation Criteria. Valley Water may initiate discussions with Proposers who submit responsive or potentially responsive proposals to clarify aspects of the proposal. Proposals may be evaluated without further discussion. The EC may request that a Proposer clarify any statement in their proposal. In addition, the EC may request Proposer(s) to submit additional documents for consideration, e.g., an example strategic plan.
Step 3: Interviews and Oral Presentations After the technical evaluation, shortlisted firms may be invited for an interview and asked to give an oral presentation. Valley Water will provide instructions in the Invitation to Interview and Oral Presentation letter, including the time, date, location, and format.
Valley Water may conduct in-person or virtual interviews, or choose not to conduct an interview and proceed with an award.
In compliance with the Americans with Disabilities Act, Proposers requiring accommodations for this meeting shall notify the Contract Analyst at least two business days before their scheduled interview.
Proposers will be responsible for all expenses and connectivity for the interview and oral presentation.
Step 4: Total Scoring and Ranking Based on the evaluation criteria, the EC will determine the final ranking of Proposers, from highest to lowest total points.
EVALUATION CRITERIA
The EC will evaluate proposals using the criteria set forth below. The total maximum evaluation score for proposal, interview, and oral presentation is 100 points.
