About this file
This is a Sole Source Justification document submitted to the Idaho Department of Environmental Quality (IDEQ) in support of procuring fish identification and vouchering services from Dr. Donald Zaroban on a sole source basis. The services are related to laboratory verification of fish voucher specimens collected through IDEQ's Beneficial Use Reconnaissance Program (BURP). Dr. Zaroban's qualifications are based on his 32-year involvement with the BURP program since its inception in 1993, his employment with IDEQ from 1995 through 2002 where he coordinated fish and amphibian identification activities, and his concurrent role as Curator of Fishes at the Orma J. Smith Museum of Natural History at The College of Idaho since 1995. His expertise is further substantiated by his co-authorship of two publications on Idaho's fish species: "Native Fishes of Idaho" (2013) and "Fishes of Idaho - A Natural History" (2018).
The justification emphasizes that Dr. Zaroban's specialized knowledge encompasses BURP sampling practices, vouchering procedures, identification requirements, and regional fish taxonomy and distribution. His access to museum reference materials and collections at The College of Idaho, combined with his previous coordination of IDEQ identification services and his recognized authority in fish identification, positions him uniquely to perform the requested services. The document notes that Dr. Zaroban has been previously hired by the Idaho Department of Fish and Game and the City of Boise for fish voucher identification work, further supporting the sole source procurement request. No specific pricing, contract term, or project timeline information is provided in this justification statement.

Sole Source Justification
Dr. Donald Zaroban Statement
My professional experience with fish identification and vouchering associated with Idaho Department of Environmental Quality’s (IDEQ) Beneficial Use Reconnaissance Program (BURP) has a 32-year-long track record that began with the program’s inception in 1993.
Through this longstanding involvement, I have developed extensive familiarity with the program's sampling practices, vouchering procedures, identification requirements, and the regional context necessary to provide informed taxonomic determinations.
I worked at IDEQ from 1995 through 2002 and coordinated IDEQ fish and amphibian identification activities with Dr. Richard Wallace through EcoAnalysts. Since 1995, I have also served as Curator of Fishes at the Orma J. Smith Museum of Natural History at The College of Idaho. This position has provided me with expert knowledge on the taxonomy, identification, and curation of Idaho's fishes, as well as access to museum reference materials and collections that support accurate identification and documentation of voucher specimens. My understanding of the taxonomy and distribution of Idaho's fish fauna is further reflected in my publications; in 2013, I co-authored Native Fishes of Idaho with Dr. Richard Wallace, and in 2018, I co-authored Fishes of Idaho – A Natural History with Dr. John Sigler.
This combination of three decades of involvement with BURP fish identification and vouchering, my longstanding role as a fish curator, my previous work coordinating IDEQ identification services, and my published work concerning Idaho's resident fish species provides a specialized body of knowledge directly applicable to the laboratory verification of BURP fish voucher specimens. I am widely considered an authority in this field and have been hired by the Idaho Department of Fish and Game and the City of Boise for identification of fish vouchers.
I am submitting this statement in support of IDEQ's request for authorization to procure these services from me on a sole source basis.
