About this file
This is a Request for Proposal (RFP) document for 2026 Waste and Recycling Disposal Services issued by the State of Michigan. The RFP solicits proposals from qualified vendors to provide comprehensive waste and recycling disposal services for state operations. The scope of work encompasses the collection, transportation, and disposal of municipal solid waste and recyclable materials from designated state facilities. Interested bidders must submit proposals by the specified due date, with a contract term extending through 2026 and potential renewal options for additional years. Site visits and a bidders' conference are scheduled to allow prospective vendors to review facilities and obtain clarification on project requirements prior to proposal submission.
The RFP includes pricing requirements that vendors must address in their proposals, detailing costs for waste collection frequency, disposal fees, and recycling processing charges. The state has established evaluation criteria to assess vendor qualifications, pricing competitiveness, and service capability. Funding for the contract will be provided through the state's operational budget, with costs allocated across relevant departments and agencies utilizing the waste disposal services. The RFP may include set-asides or preference provisions for minority-owned businesses or small businesses as permitted under Michigan procurement regulations. Previous contract incumbents and current service providers should note the renewal opportunity, as the state evaluates performance history and service continuity in the award process.

SPECIFICATIONS
1. Bids shall include pricing for waste disposal and recycling pick-up, transport and disposal as indicated.
Pricing should be inclusive of all fees, charges and taxes (as applicable; please note, Kent ISD is exempt from state and federal taxes).
2. Detailed information regarding the desired services for each location is attached. Please fill out the yellow highlighted cells on the attached Pricing Spreadsheet. If you are unable to service a location or a particular type of container, please indicate why in the “Notes” section on the attached pricing spreadsheet.
3. The contractor shall furnish trash dumpsters of a size and number as indicated in the attached pricing spreadsheet. This schedule shall be maintained as indicated. Daily pick up means five days per week, Monday through Friday. Pick up twice a week should include at least one weekday in between the scheduled pick up days. Recycle carts shall generally be picked up once every two weeks, unless scheduled otherwise.
4. In addition to trash dumpsters, the contractor shall furnish recycling dumpsters and carts as indicated on the attached pricing spreadsheet. Recycling dumpsters will be for all items listed as acceptable under the Kent County Recycling Center guidelines. All recycling dumpsters shall be painted a contrasting color from the regular trash dumpsters and clearly identified as recycling containers.
5. During holiday recesses (i.e., Christmas and Spring Break) and the summer months, Kent ISD generates considerably less waste; therefore, frequencies of trash pick-ups at each location may be adjusted. Kent ISD reserves the right to adjust pick-up schedules as needed and establish unique pick-up frequencies during these periods.
6. Invoices should clearly provide the following information for each pick-up location:
• Size of dumpsters
• Number of trash pick-ups per week, per dumpster
• Days of week trash is picked up
7. Bids shall include guaranteed pricing for a two-year contract period to be effective July 1, 2026, plus two optional one-year renewal periods. Please provide estimated percentage per year increases for each renewal period (i.e. years 3 and 4) as indicated on the Pricing Spreadsheet.
8. Base bid pricing is required; however, alternate bid pricing for the single stream recycle carts for alternate container sizes/frequencies, will be considered if other options are available (for example, a single stream recycling dumpster instead of several carts). Please provide separate documentation if you plan to provide an alternate bid.
9. The contractor shall be responsible for any damage to a building or other property caused by their workers or vehicles while performing the work indicated in these specifications.
4 | P a g e
10. The contractor shall place state and federally approved, covered containers in the numbers noted for the locations noted on the attached pricing spreadsheet. Should additional containers be required at a later date, they will be provided at a cost per container/per month that is consistent with rates provided in this bid.
11. The contractor agrees to establish a service schedule (times for pick up) with Kent ISD (bussing drop off and pick up times must be avoided at most school locations). In instances where this schedule cannot be met because of unusual circumstances, the contractor will notify the district as soon as possible. It is understood, however, that the contractor, unless directed by the district, is not relieved of their responsibility to provide such services as are necessary to completely remove any and all accumulated trash and refuse caused by failure to maintain the schedule. In a case where the contractor is unable to remove trash or recycling per the schedule and containers are overfull upon the late pickup, the contractor shall not charge overage fees.
12. The contractor is responsible for the care and maintenance of all containers under this contract. Any container that becomes unfit for refuse storage, or loses its protection against vermin, shall be replaced at no cost to the school district. The district shall notify the contractor of the need for replacement of any unsatisfactory container.
13. The successful bidder should make appropriate accommodations to visit each district and building area and to familiarize themselves with container locations and access issues. Local laws and ordinances governing noise or nuisance shall be observed.
14. Kent ISD reserves the right to terminate their contract for any reason with 60-day written notification.
Kent ISD reserves the right to terminate its contract immediately for just cause.
15. It shall be the responsibility of the bidder to pay all costs incurred from a cleanup associated with an environmental hazard created by the way of release, spill, leak or other means of contamination caused by accident or negligence.
16. The successful bidder should provide proof of comprehensive general liability and worker’s compensation insurance to each district before commencement of the contract.
