About this file
This document is a Brand Name Requirements Justification memorandum from the Department of the Air Force, Air Education and Training Command, dated 08 January 2026. The 82 TRSS/TXTSD Trainer Development Flight needs to purchase parts to repair Kardex Remstar Vertical Lift Modules (VLM), specifically requiring new replacement parts and service from an authorized factory-trained technician. Southwest Solutions Group is the exclusive authorized factory sales and service dealer for Kardex Remstar in Texas, with the government contractor number 47QSMA21D08QV.
The justification details that the facility currently has four VLM systems, and all Trainer Development fabrication employees are trained on this specific system, which reduces potential training time for alternative manufacturers. Market research confirmed no other contractors provide this specific VLM brand, and no alternative authorized factory-trained technicians could be located in the Texas area. The government plans to continue reaching out to Kardex Remstar to promote competition and inquire about potential additional authorized service technicians in future acquisitions. The memorandum was signed by Major Nathan F. Schaick and includes endorsement signatures from the Contracting Officer and Section Chief.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
08 January 2026
MEMORANDUM FOR 82 CONS/PKAB
FROM: 82 TRSS/CC
SUBJECT: Brand Name Requirements Justification (Ref: Kardex Remstar Vertical Lift Modules, Southwest Solutions Group)
1. Description of the Supplies/Services: In accordance with agency objectives, the 82 TRSS/TXTSD Trainer Development Flight has a need to purchase parts to repair a Kardex Remstar Vertical Lift Modules (VLM). The parts must be new Kardex Remstar replacement parts and services must be performed by an authorized factory-trained technician authorized by the manufacturer to inspect, report, and maintain all vertical lift/shuttles.
2. Efforts to Obtain Competition: Kardex Remstar LLC is the manufacturer and a government contractor #47QSMA21D08QV. Southwest Solutions Group and is the exclusive authorized factory sales and service dealer for all Office & Government Kardex Remstar in the state of Texas. No other companies are authorized in this area.
3. Market Research: To preclude necessity for future sole-source of the same supplies and services, market research was done to ensure availability of supplies and services are not limited to one company. Currently, no other known contractors provide this specific brand of VLM. No other authorized factory-trained technicians for Kardex in the Texas area could be located.
4. Other Factors: All Trainer Development fabrication employees are trained to use Kardex Remstar VLM systems thus greatly reducing the training time for a different manufacturer’s system. We currently have four VLM systems in our facility that have greatly enhanced our storage capacities. Southwest Solutions Group also performs all periodic maintenance and repairs on our current VLM’s and has an outstanding record with us for both customer service and quick reaction and repair times.
5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required: In order to help promote competition, the Government will continue to reach out to Kardex Remstar to inquire if other authorized technicians have become available to service the machines in this area.
