About this file
This is a pricing sheet for Request for Bids (RFB) No. 2026-RFB-0101 issued by the Sacramento County Department of Regional Parks in coordination with the Environmental Management Department (EMD). The RFB solicits bids from qualified contractors to provide comprehensive monitoring, maintenance, and regulatory compliance services for the Gibson Ranch Park Domestic Water System, located at 8556 Gibson Ranch Park Road in Elverta, California. The system serves more than 1,000 persons and is classified as a Transient, Non-community Water System with two wells (P-70 and P-71) and ten service connections. The selected contractor will be responsible for weekly, monthly, annual, and triannual operational tasks including water quality sampling, inspections, chemical feed system maintenance, and regulatory reporting to EMD. The anticipated contract term begins March 11, 2027, and runs through March 10, 2028, with options to renew annually for up to four additional one-year terms through March 10, 2032, subject to approval by the Sacramento County Board of Supervisors.
Bidders must provide separate pricing for weekly maintenance services (chlorine residual measurement, water testing, leak inspection, sodium hypochlorite delivery and management, and distribution system flushing), monthly maintenance services (bacteriological sampling and submission to certified laboratories), annual maintenance services (nitrate sampling and hydropneumatic tank inspection), and triannual maintenance services (nitrate sampling as required by EMD). The pricing sheet requires contractors to propose rates for sodium hypochlorite supply (12.5% in 55-gallon drums FOB destination), laboratory testing by test type, and time and material rates for minor repairs to address water leaks. All work must be performed by personnel holding a valid California Distribution Grade 1 (D1) certification and must comply with applicable prevailing wage requirements. Contractors may use any certified laboratory's standard chain-of-custody form for sample submission.
