About this file

This is an OEM Statement of Compliance template for telecommunications equipment procurement restrictions. The document requires Original Equipment Manufacturers to certify compliance with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment and high-impact or moderate-impact information systems. Compliance is defined according to security categorization standards established in the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems."

The template provides blank fields for the certifying officer to enter their name, title, date, and signature. The document serves as a compliance attestation that OEMs must complete and submit as part of federal contracting processes to demonstrate adherence to telecommunications procurement restrictions. Version 3 of this form was published in February 2022.
