About this file

This document is an Original Equipment Manufacturer (OEM) Statement of Compliance template regarding limitations on telecommunications equipment procurement. The statement requires OEM certification that the company is in compliance with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment as well as high-impact or moderate-impact information systems. Compliance is measured against the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems."

The template is a certification form requiring completion by an authorized certifying officer, including the officer's name, title, signature, and date. The document represents the OEM's representation, to the best of its knowledge and belief, that it meets the statutory requirements. This is a standard compliance attestation form used in federal contracting to ensure that telecommunications and information systems procurements meet security and sourcing restrictions mandated by congressional appropriations legislation.
