About this file

This is an Addendum #1 Revision document for the City of Thousand Oaks' 2026 Pavement Overlay and Resurfacing Program, a municipal infrastructure procurement involving three projects (CI 5735, CI 5809, and MI 2626) located throughout the city. The scope of work encompasses pavement overlay treatment, remove-and-replace repairs, asphalt striping and legends, curb ramp construction, surface drainage improvements, and miscellaneous asphaltic and concrete work. The project was released on December 5, 2025, with a questions deadline of January 12, 2026 at 4:00 PM and a bid submission deadline of January 21, 2026 at 3:00 PM via the city's electronic procurement portal. A mandatory bidders' conference is scheduled for January 21, 2026 at 3:00 PM via Zoom meeting (Meeting ID: 871 0832 1146). Project contact is Pooriya Izadi (pizadi@toaks.gov, 805-449-2445) and procurement contact is Grace Ng (gng@toaks.gov, 805-449-2239). The contract term includes a 180-calendar-day completion schedule from the Notice to Proceed, with allowances for rain/inclement weather days and city holidays.

The Engineer's Estimate for the project is $16,800,000. Bid security requirements are set at 10% of the total bid price, with bidders able to submit electronic bid bonds through Surety2000 or alternative forms (notarized bid bond, certified check, cashier's check, or cash). Qualified Class A contractors registered with the California Department of Industrial Relations and holding valid California Air Resources Board Certificates of Reported Compliance are eligible to bid. The procurement includes no specific set-aside designations for disadvantaged enterprises. Successful contractors must provide performance and payment bonds equal to 100% of the contract price, maintain commercial general liability insurance of $5,000,000, automobile liability insurance of $5,000,000, statutory workers' compensation coverage, and contractor's pollution liability insurance of $1,000,000. Monthly progress payments are set at 95% of completed work with 5% retained until project completion. Liquidated damages are assessed at $3,500 per calendar day for contractor-caused delays, with corresponding reverse liquidated damages for city-caused delays. The city reserves the right to modify unit price bid quantities by up to 25% without price adjustments, and prevailing wage and CalGreen construction waste diversion standards (minimum 65%) are mandatory compliance requirements.
