About this file

This is a Notice of Intent to Award issued by the State of Michigan's Department of Technology, Management & Budget (DTMB) Printing Services for Request for Quote (RFQ) 26*0368 regarding the production of 2026 EGLE AIS Frogbit Signs. The project involves printing signs in three quantity options: 25 units, 35 units, or 50 units. The print consultant for this project is Scott Barclay, who can be reached at 517-636-7744 or barclays@michigan.gov. RR DONNELLEY has been recommended as the awarded vendor based on best value evaluation criteria. Protests of the award decision must be submitted electronically through the Vendor Self Service portal no later than the posted deadline. DTMB Printing Services reserves the right to perform the work in-house and will issue a final award only after receiving an order and making the formal decision to outsource to the recommended vendor.

Pricing for the project varies by quantity, with RR DONNELLEY offering the lowest bids across all three options: $537.00 for 25 units, $659.00 for 35 units, and $816.00 for 50 units. All bidders provided a 10 working day turnaround time and indicated price holds of 25 days. RR DONNELLEY is not printed in Michigan but has 20 years of relevant experience. Two bidders—Lawson and Voss Signs—were deemed non-responsive; Lawson did not match specifications while Voss Signs is a non-prequalified vendor. Additional questions regarding the DTMB Printing Services outsourcing process should be directed to Andrew Hale, Departmental Technician, at 517-636-0092.
