About this file
This is a Department of the Air Force Justification and Approval (J&A) document for a sole-source contract award under $10 million. The Air Force Life Cycle Management Center (AFLCMC) is awarding a new Firm-Fixed-Price (FFP) contract to Compass Point, an Alaska Native Corporation (ANC) and small disadvantaged business, for FY26 E911 Sustainment effort. The contract is valued at a redacted amount and covers system and software maintenance and support, database management and updates, 24/7 technical support and incident response, system monitoring and performance tuning, and ensuring compliance with all relevant federal and local 911 regulations.
The sole-source award is authorized under 10 U.S.C. 3204(a)(5) and Section 8(a) of the Small Business Act, which permits direct awards to ANC-owned firms to support socioeconomic goals for disadvantaged small businesses. Market research documented in the FY26_E911_market_research_report identified Compass Point as the only capable 8(a) firm possessing the necessary technical expertise to perform the required services. The Contracting Officer (Patrick Robello) and Technical and Requirements Personnel (Trampas R.P. Kilpatric, Chief Cyber Infrastructure Section) certified the justification as accurate. For any subsequent acquisitions, the Air Force commits to re-evaluate the marketplace to determine whether conditions have changed to allow full and open competition or continuation under the 8(a) program.
