REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
Enterprise Network Management System (ENMS)
TRANSCOM26D004
1. RFI Overview
The United States Transportation Command’s (USTC) network environment has grown significantly in recent years, encompassing both on-premise infrastructure and multiple cloud platforms. This expansion has created a complex and distributed network environment that is increasingly difficult to manage with our existing tools and processes. The lack of comprehensive visibility, automation, and security capabilities increases the risk of network outages, security breaches, and performance bottlenecks, impacting our ability to effectively support critical mission objectives.
In 2026, USTRANSCOM plans to have a contract in place for an Enterprise Network Management System (ENMS) solution. USTRANSCOM seeks a solution that can provide a modern ENMS with end-to-end visibility, automation, and security across the entire USTRANSCOM network. USTRANSCOM is seeking information about what solutions currently exist in the market and learning about what information industry may need to scope a logical roadmap to succeed.
This announcement constitutes an RFI for informational and planning purposes only.
THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry’s response to the RFI—or lack thereof—will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.
Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response.
**Note** USTRANSCOM will NOT be responsible for any costs incurred by interested parties responding to this RFI.

• Facility Clearance: This contract is expected to require access to classified information or require a Facility Security Clearance (FCL) at the level of SECRET.
o Based on this expectation, does your company currently meet the requirement(s)? If not, provide a brief statement describing how and/or when your company plans to have a clearance. A final determination of required accesses/FCLs will be detailed in any resultant solicitation.
• Company Website
• All contract vehicles under which you hold contracts
• CMMC Level
3.2. Who We’re Looking For
USTRANSCOM highly encourages responses from capable businesses of all sizes, including large and small business concerns and all socioeconomic categories.
3.3. Problem Statement and What We’re Looking For
4. USTC's current network management tools are inadequate to address the increasing complexity and scale of our network environment. This results in limited visibility, manual processes, and a reactive approach to network management, leading to increased downtime, security vulnerabilities, and operational inefficiencies.
Interested Parties are invited to provide information on the following subject of interest, specifically describing whether your firm has an end-to-end solution that can provide all of the following capabilities:
• Enterprise Network Visibility & Management: delivers a mathematically accurate network digital twin for real-time, multi-vendor visibility across hybrid and multi-cloud environments, streamlining change management and policy compliance. To sustain our Zero Trust architecture, it must discover connected devices, map complex application paths, and continuously enforce zone isolation to block lateral threat movement. Finally, the solution must allow operators to analyze network state, track security posture, and query infrastructure through an intuitive graphical user interface enhanced by natural language AI capabilities.
• Integrations: Seamless integration with our existing ticketing systems (Remedy and ServiceNow), Active Directory (for authentication), Infoblox (for DDI context), and other relevant IT systems as determined during the implementation phase.
• Configuration Change Alerts: Automated alerts triggered by any network configuration changes.
• Policy Based Network Management : Capabilities to improve our ability to rapidly and consistently respond to cybersecurity events and maintain network availability and performance.
• Situation Awareness: Functionality to manage network elements and collect/report operational configurations, current operational state, current usage state, available network capacity, and percentage of capacity currently committed.
• Configuration Management: Ability to push configuration changes to one or many network devices.
• Security: Implements modern security controls including Multi-Factor Authentication and fine-grained Role-Based Access Control to enforce the principle of least privilege.
• Compliance: Ensures systems meet security standards through continuous vulnerability assessments and automated STIG checks.
• Internet Protocol version 4 (IPv4)/ Internet Protocol version 6 (IPv6) Assistance:
Functionality in IPv4/IPv6 dual stack, as well as IPv6 only configurations.
• Network Discovery: Automatic discovery of network inventory using device Command Line Interface, Application Programming Interface (API), and Simple Network Management Protocol interfaces.
• Network Modeling: Real-time models of existing networks including devices, topology, traffic forwarding, and intent data.
• Topology Mapping: On-demand, real-time topology maps of all parts of the network. Export diagrams to Portable Document Format, Portable Network Graphics, and VSDX for documentation, reporting, and offline analysis.
• Path Calculation: Real-time A to Z path calculations based on live routing and forwarding tables.
• Network Automation: Network automation via Graphical User Interface requiring no coding or scripting, captured as intents.
• Compliance: Alignment with STIG, CMMC requirements, FedRAMP (if applicable), and any other applicable industry standards.
• Automated Troubleshooting: Automated troubleshooting capabilities powered by Artificial Intelligence.
• Self-Service Portal: A custom, self-service chat portal to provide diagnostic automation for low-level network administrators or technicians.
• Training: Hands-on or virtual training programs.
• Customizable Dashboards: Assistance for multiple customized dashboards.
• Visual Assessment Summaries: Visual summaries of automated assessment results displayed on a single screen.
• Environment Assistance: Assistance for on-prem, hybrid, and/or multi-cloud environments.
• Bandwidth Monitoring: Monitor and report on detailed bandwidth utilization, interface errors, and packet discards across the network to identify saturation and performance degradation.
• Traffic Flow Analysis: Visibility into network traffic flows to identify bottlenecks and optimize performance.
• IP Address Management (IPAM) Integration: Seamlessly integrate with Infoblox to enrich network data with IPAM context, providing accurate device identification, location, and Domain Name System information directly within the NMS.
• Proactive Monitoring and Real-Time Alerting: Provide robust event management by ingesting and correlating Syslog data, SNMP traps, and device-specific API alerts.
The system must generate and send real-to-near-real-time email notifications to administrators for critical events, custom-defined thresholds, and anomalies.
• Application & Service Health Monitoring: Monitor the health and availability of critical applications and Programs of Record through both active polling (e.g., synthetic transactions, API checks) and passive ingestion of API/webhook notifications, providing a clear operational status (up, down, degraded)
4.1. Industry Insight
