About this file
This file is a solution brief application template for the Defense Logistics Agency (DLA) Commercial Solutions Opening (CSO) Framework (2026-2031). The template serves as the standardized format for companies submitting innovative commercial solutions to address published Areas of Interest (AOIs) on a rolling basis through October 1, 2031. Interested offerors must complete company information sections including CAGE code, DUNS number, and relevant organizational details, then submit their solution briefs directly to the listed DLA acquisition professionals: Mr. Thomas Walsh, Mrs. Lauren Runowski, and Mr. Sean Heckmanski at DLA DCSO-P5.
The solution brief response is limited to 8 pages maximum (exclusive of an optional 2-page narrative or 5-slide executive summary) and must directly address three mandatory technical evaluation factors: Technical Feasibility (assessing technological maturity and implementation timeline risk), Importance to Agency Programs (evaluating operational value and mission effectiveness), and Viability (assessing compatibility with DLA, DoD, and federal policies, security standards, and regulatory frameworks). Submissions must be formatted on standard 8.5 x 11-inch pages with 1-inch margins and 11-point minimum font size. Companies must also clearly identify intellectual property restrictions and data rights considerations. Awards under this CSO framework will be fixed-price contracts, with preference for Other Transaction (OT) Agreements under 10 U.S.C. 4022 for prototype projects or FAR Part 12 procedures for commercial products and services, though DLA reserves unilateral authority to determine award instrument and contract preference.

Executive Summary
3. Instructions: This section is optional. Provide overview of the proposed solution. Your response must be submitted as a single PDF file, with a maximum of 2 Pages for a narrative or 5 slides for a briefing deck. This summary should introduce your solution’s unique value and establish its novelty; do not address the specific evaluation factors here. If you wish to submit an executive summary, please share with the following DLA acquisition professionals:
· Mr. Thomas Walsh | Agreements and Contracting Officer, DLA DCSO-P5 | Thomas.Walsh@dla.mil
· Mrs. Lauren Runowski | Senior Agreements and Contracting Specialist, DLA DCSO-P5 | Lauren.Runowski@dla.mil
· Mr. Sean Heckmanski | Agreements and Contracting Specialist, DLA DCSO-P5 | Sean.Heckmanski@dla.mil
· Show Us Your Solution: We want to see your solution in action and how it applies to the problem. Describe the unique aspects of your offering and clearly connect it to the problem stated in the Area of Interest (AOI). Demonstrate that your solution effectively delivers on its core features.
· If your technology is readily available in the commercial market and would not need to be further prototyped in a DLA environment, it is not compelling enough to meet the unique capabilities described in the AOI. Explain how the proposed solution is mission-relevant; how it differs from, improves upon, or complements existing Government or commercial capabilities; and any integration, piloting, adaptation, or development activities necessary to deliver the proposed operational value.
Solution Brief Instructions: The offeror solution brief must directly address each technical evaluation factor from the Commercial Solution Opening (CSO) completely. Note: This form duplicates the evaluation criteria from the CSO. The government will evaluate your submission in accordance with these criteria. The Solution Brief must not exceed 8 pages in total length. This 8-page maximum is strictly enforced and exclusive of the optional executive summary you choose to provide. You may attach an executive summary to your application. Submissions must be formatted on standard 8.5 x 11-inch pages with 1-inch margins and utilize a standard, easily readable commercial font (such as Arial, Times New Roman, or Calibri) no smaller than 11-point.
1. Factor 1: Technical Feasibility: Evaluates the technical maturity and scientific soundness of the proposed approach. This includes an assessment of technological risk as well as the feasibility of the proposed implementation timeline.
Click or tap here to enter text.
2. Factor 2: Importance to Agency Programs: Evaluates how accurately and effectively the proposed solution addresses the AOI and provides operational value to end users. This includes assessment of the solution’s overall utility, ease of adoption, training footprint, ability to advance agency objectives, improve mission effectiveness and address priority needs.
Click or tap here to enter text.
3. Factor 3: Viability: Evaluates the compatibility of the solution with existing DLA, DoD, and federal policies, security standards (including cybersecurity compliance), organizational structures, and regulatory frameworks.
Intellectual Property and Data Rights Considerations Instructions: Identify any IP restrictions and data rights considerations involved in the effort and associated restrictions on the Government’s use of the proposed solution. In addition to these required areas, the Government may request the Company provide additional information/detail with respect to the information provided in the Solution Brief.
