About this file

This is a Request for Proposal issued by Mt. Hood Community College (MHCC) Financial Aid Department for default management and financial literacy services. The college is soliciting proposals from contractors to provide one-on-one student counseling via phone or live chat, three-way calls with loan servicers, progressive skip tracing outreach, and default rehabilitation assistance. Additionally, contractors must deliver online financial literacy resources covering topics including banking, budgeting, credit management, student loans, and debt management, along with personalized annual loan summaries as required by Oregon state law (SB253). The scope also includes providing access to borrower data, reports on default prevention impact, student retention trends, and training support for college staff. Proposals must be submitted to Christopher Natelborg at Christopher.Natelborg@mhcc.edu no later than 2:30 pm on March 6, 2026. The contract term is 36 months with a maximum budget of $18,000 per year.

Award will be made to the proposer providing the best value based on scoring criteria weighted as follows: pricing (30%), experience (50%), and references (20%). MHCC prioritizes vendors with demonstrated results working with community college student populations, including working adults, part-time students, first-generation students, low-income students, and non-traditional and diverse populations, supported by data showing impact on student retention and graduation trends. Proposals must be submitted using the college's designated spreadsheets and include a one-page cover letter detailing company qualifications, a 36-month lump sum fee, and three references from clients served within the last five years. MHCC reserves the right to determine the most responsible proposer, and proposals not submitted on the required forms will be rejected.
