About this file

This document is a Bid Amendment #1 containing vendor questions and agency responses for the Illinois Department of Healthcare and Family Services' Actuarial Analysis and Consulting Services solicitation (2026-36-001 / 26-478HFS-MEDPR-B-52728). The Illinois Department of Healthcare and Family Services is seeking a vendor to provide actuarial services, including assistance in the review, advisement, policy support, and development of actuarially sound rates for Managed Care Organizations (MCOs) that participate in Illinois Medicaid or related Medical Programs. The amendment addresses a clarification regarding the Project Portfolio requirement and the experience standards that such a portfolio should demonstrate.

The amendment specifically clarifies that the Project Portfolio referenced in Section F.3.4.1 should demonstrate the seven-year experience in Title XIX Medicaid actuarial rate development and State Medicaid consulting as required under Section F.3.4, and the State has amended the RFP to change the cross-reference in Section F.3.4.1.1 from Section F.2.1 (Expert Testimony) to Section F.3.4. This clarification ensures vendors have explicit guidance on which experience requirements and qualifications should be demonstrated through their submitted project portfolios.
