About this file

This is a Request for Qualifications & Proposals (RFQ/RFP) issued by the City of Torrington, Connecticut, seeking a qualified consultant or consulting team to develop a municipal forest inventory and community forest management plan. The consultant will create a comprehensive spatial inventory of approximately 4,000 trees and stumps located in the public right-of-way and municipal land within the city's urban and suburban core areas, with data collection including diameter, height, condition, and precise location information. Deliverables include Geographic Information Systems (GIS) data suitable for municipal use, identification of approximately 400 potential planting locations, and a detailed community forest management plan incorporating vision and mission statements, goals, maintenance strategies, and a monitoring and evaluation framework. The consultant will collaborate with a Technical Advisory Committee comprising the Assistant City Planner, Public Works Director, City Engineer, and a landscaping contractor. Vendor questions must be submitted by April 27, 2026 at 12:00 noon via email to pennie_zucco@torringtonct.org, and all proposals must be submitted in person to the Purchasing Department at 140 Main Street, Room 206, Torrington, CT 06790 by May 6, 2026 at 11:00 AM. Proposals submitted by fax or email will not be accepted, and submitted proposals remain valid for 90 days from the opening date.

The project budget is $70,000, and fee proposals must be submitted in a separate sealed envelope with either a lump sum fee or hourly allocation for each task, including detailed hourly rates and an expense schedule. The City of Torrington is an Affirmative Action/Equal Opportunity Employer that actively encourages Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Small Business Enterprises (SBEs) to apply, with no set-aside restrictions limiting competition to specific entity types. No incumbent vendors or current contractors are referenced in the procurement documents. Upon contract award, the successful consultant must provide proof of insurance including liability and workers' compensation coverage with the City named as additional insured within 10 days and must execute a Non-Collusion Affidavit notarized by a public notary. The City reserves the right to award or reject any or all proposals, waive informalities, and award to a proposal other than the lowest bid based on what best serves the public interest.
