About this file
This is a Questions and Answers document from the Port of Portland related to Solicitation 2026-14260 for wayfinding signage replacement at Portland International Airport's Terminal and Concourse areas. The project involves replacing existing signs with new wayfinding signage, including internally illuminated signs, digital displays (FM4 type with LED modules), and structural support systems throughout multiple concourses and sectors. The scope includes sign fabrication, installation, electrical connections, Division 26 and 27 work (power and controls), CAT6A cabling infrastructure, and remedial work for wall and ceiling patching where existing signs are removed. A virtual tour reference file was provided on August 6, 2026, for 360-degree images of sign locations. The non-mandatory bidders' conference was held on August 11, 2026. No specific bid closing date extension was granted due to schedule requirements. The contract will be awarded to the responsible bidder with the lowest responsive Base Bid, with liquidated damages assessed at $500 per day for delays beyond the substantial completion date.
The project requires contractors to maintain Oregon Construction Contractors Board registration prior to bid submission and perform at least 25 percent of the total contract cost with their own organization. The Port will provide artwork, message schedules, evacuation maps, and content for digital displays; however, RR10 sign artwork will be delivered by December 31, 2026. The contractor is responsible for all structural design integration, electrical infrastructure, and FM4 digital display hardware installation and commissioning, while the Port assumes responsibility for developing final digital content and media player programming. Installation work hours are flexible in public and exterior areas but must assume 50 percent of hold room work occurs between 10 p.m. and 4 a.m. and 50 percent of sterile area work occurs between 8 p.m. and 4 a.m. All changes to scope will be issued as change orders by the Port. The Engineer's Estimate will be released at bid opening. Fabrication should commence only after shop drawing approval, and 100 percent completed and approved product samples may be installed as finished contract work.
