About this file

This is Addendum 1 to Request for Bid #2026-13PC for Flex Patch Leveling and Sealing with Spray Injection Pre-coated Stone issued by Portage County, Wisconsin's Purchasing Department. The addendum, dated March 20, 2026, addresses a clarification question regarding material specifications for the project, which involves sealing an estimated 517 cracks totaling approximately 11,374 linear feet across five county road locations. The primary project location, CR T (Highway 10 to Elkins Road), contains 95 cracks with a completion deadline of July 1, 2026, while four additional locations—CR O, CR Z, CR WW, and CR E—contain 422 combined cracks with a completion deadline of September 1, 2026. Bidders were required to submit their bids by 2:00 PM on March 31, 2026, to the Portage County Purchasing Department at 1462 Strongs Ave, Stevens Point, WI 54481. The contract term extends from the award date through completion of all projects, with firm completion required by September 1, 2026.

The addendum clarifies that the County will not accept Mastic as an alternate material, requiring instead that Flex Patch be used for all work, as it has demonstrated superior performance and durability on county roads compared to alternative materials. No revisions to other specifications were noted in this addendum. Bidders must meet established qualifications including five years of experience in asphalt maintenance, three references from similar projects within the past five years, proof of required insurance coverage, and submission of a warranty statement. All materials must meet or exceed industry standards, ASTM standards, and Wisconsin Department of Transportation specifications. The County intends to award a single contract to the lowest responsive and responsible bidder and reserves discretionary rights regarding bid acceptance and award decisions. No specific budget ranges, estimated contract values, incumbent vendors, or set-aside restrictions are identified in the procurement materials.

Q1. I read through the specs for this project and was wondering if you would accept Mastic as an alternate material?

A. No. If we wanted Mastic we could prepare and do applications in-house. Flex patch has consistently performed better and lasted longer on our roads.
