About this file
This Addendum #3, issued on October 30, 2026, by RRMM Architects on behalf of Northern Virginia Community College (NVCC), modifies the Invitation for Bid (IFB) for the LC Fitness Center relocation project (Reference: 260-B5260-015 / L24NV640). The addendum revises the bid due date to November 10, 2026, with bid opening scheduled for November 11, 2026, and includes responses to six pre-bid Requests for Information (RFIs) plus clarifications to previous addendum responses. Key determinations include: HVAC controls integration into the existing Siemens Building Automation System (BAS) with graphics, programming, and testing included in the contractor's scope; BFPE International as the required fire alarm servicing vendor with as-built information to be provided post-award; HP-1 mounting specified as wall bracket in the base bid; moisture testing and standard adhesive inclusion in base bid with mitigation systems beyond manufacturer standards to be handled via change order; limited fire protection scope requiring delegated design and hydraulic calculations for relocating one sprinkler head and adding two new heads; and seismic bracing waived due to the minor scope of fire protection work. The addendum also clarifies data connection requirements, specifying single CAT6 data ports at each depicted location with termination in the IDF room on the second floor, and confirms that the LC building contains two separate Siemens controllers rather than a master controller—one on the first floor controlling VAV, boiler, and pump systems and one on the third floor controlling air handler systems.
The addendum does not specify contract pricing, set-asides, incumbent information, or funding sources. Bidders are required to submit a signed acknowledgement of Addendum #3 either prior to the bid due date and time or attached to their bid submission, in addition to signing the original bid document. All questions must be submitted no less than six days prior to the bid due date.

RFIs & Responses:
1. Drawing M-00; M-301 (Note 9) & Specification Section 238126 – Addendum 2, RFI #44 states the new
HVAC controls shall be integrated into the existing BAS (Siemens, per RFI #37). The drawings do not define the integration scope. Please provide the points list and sequence of operations to be integrated, so all bidders price on the same basis. Please confirm: (a) whether Siemens or a Siemens-authorized contractor must perform the integration and programming; (b) whether BAS graphics, programming, point mapping and testing of the new points are in the Contractor’s scope; and (c) the BAS controller or network access point to be used.
Response: The college has provided contact information for Siemens point of contact via
Addendum 2. Contractor shall reach out to Siemens for further confirmation regarding the existing system. (a) Siemens is required per contact information previously provided. (b) Yes, BAS graphics and programming, etc. are included in the Contractors scope existing graphics and other programming information will be provided to the winning contractor for further information. (c)
This information will be provided to the winning Contractor.
2. Drawing FA-001; FA-201 – Addendum 1, RFI #1 states Simplex is required for Loudoun Campus (JCI contact provided). Addendum 2, RFI #23 states the existing FACP is a Notifier panel in Electrical Room
119 and new devices shall be compatible. Please confirm which manufacturer and servicing vendor must furnish and program the new devices and panel modifications. Please also confirm whether the existing
FACP capacity (NAC/SLC), as-built fire alarm drawings and submittals mentioned in RFI #23 can be released to bidders before the bid date, so the field survey scope can be priced.
Response: Refer to Addendum 1 contact information provided for BFPE International which is required for the LC building. Fire alarm as-built information will be provided to the winning
Contractor.
3. Drawing M-201 (Note 5); M-202 & Specification Section 238126 – Addendum 2, RFI #43 states HP-1 mounting may be pad, pedestal or wall bracket, to be determined with the Owner. For bidding purposes, please confirm which mounting condition is to be carried in the Base Bid. We propose to carry HP-1 pad-mounted at grade on a new concrete pad at the location shown on M-201 and M-202. Please confirm, and confirm that any other mounting condition selected later will be handled by change order.
Response: Base Bid shall be for wall bracket mounting.
4. Specification Section 096566 paragraph 3.2.E.2 – Addendum 2, RFI #42 states moisture testing of the slab is the Contractor’s responsibility and that the Contractor decides whether a moisture mitigation system is needed. Section 096566, para. 3.2.E.2 requires a moisture mitigation system if tests exceed the manufacturer’s limits. The slab cannot be tested until the existing carpet is removed. Please confirm that the Base Bid includes the moisture test and standard adhesive only, and that if post-demolition tests exceed the flooring manufacturer’s limits, the moisture mitigation system will be paid by change order or allowance. If not, please provide a unit allowance (per SF) to carry in the Base Bid.
Response: Contractor is responsible for the moisture test and providing the appropriate manufacturer’s standard adhesive including the possibility of a high humidity adhesive being required. Moisture mitigation systems beyond manufacturer’s standard adhesives offerings may be considered as a change order during construction if found to be necessary.
5. Drawing FP-001 & Specification Section 211313-2, page 251, paragraph 1.4-E – Drawing FP-001 and
Spec 211313 require the submission of hydraulic calculations, flow test data, and a delegated design stamped by a qualified professional engineer. Given the limited scope of work – which primarily consists of relocating existing sprinkler heads to accommodate the new ceiling layout – please clarify if a new flow test and full hydraulic calculations are strictly required, or if these minor modifications can be installed without a new delegated design.
Response: The fire protection scope of work is limited to relocating one sprinkler head and addition of two new sprinkler heads. Provide delegated design, including hydraulic calculations as required by DEB. Additional information on existing fire protection system, including existing as-built sprinkler drawings will be provided to the winning contractor.
6. Specification section 211313, page 256, paragraph 3.1C – Spec 211313 (part 3.1.C) mandates the installation of seismic restraints on piping per NFPA 13. Given that the scope of work is limited to minor modifications (relocating a few existing sprinkler heads to accommodate the new ceiling layout), please clarify if new seismic bracing and the associated structural engineering design are strictly required for this specific project.
Response: The seismic bracing and the associated engineering design is not required for the limited fire protection scope of work.
Clarifications to previous Addendum responses:
- Addendum 2 – Question #18:
- Clarification: Provide single data port at each location depicted in plan unless otherwise noted.
Refer to revised sheet E-301, which includes an additional outlet and data connection for the wall mounted display. Display will be provided by Owner. Contractor is responsible for providing power and data connections per revised E-301. CAT6 required. Termination will be in IDF room
LC-109A on the second floor.
- Addendum 2 – Question #21:
- Clarification: Base Bid shall include price for wall bracket mounting per response to Addendum 3
– Question #3 above.
- Addendum 2 – Question #44
- Clarification: The LC building does not have a master controller instead there are two Siemens controllers. The first controller is located within the 1st floor mechanical room (LC-122) – This controls VAV, boiler, and pump systems. The second controller is located within the 3rd floor electrical room (LC-304) – and this controls the air handlers system.
