About this file
This Addendum #2, dated October 23, 2026, is issued by RRMM Architects for the Northern Virginia Community College (NVCC) Loudoun Campus Relocate Fitness Center project (State Project Code 260-B5260-015, RRMM Project No. 24187-11). The addendum addresses 54 Pre-Bid Requests for Information (RFIs) and provides clarifications on project scope, specifications, and technical requirements for the interior renovation relocating the fitness center to the first floor of the Learning Commons Building. The original Invitation for Bids was issued September 24, 2026, with an initial bid due date of November 3, 2026, and bid opening on November 4, 2026. The Notice to All Bidders specifies that a signed acknowledgement of Addendum #2 must be received at the designated location prior to the bid due date or attached to the bid submission. Key clarifications include confirmation that the project is base bid only with no additive items; commissioning will be provided by NVCC; photographic documentation may be provided by the contractor using dated digital photos of good quality rather than a professional photographer; the work involves a 120-calendar-day construction schedule to Substantial Completion with flexible construction hours beginning as early as 6:00 a.m.; and the contractor will have access to exterior doors, sidewalks, and lawn spaces with waste container installation permitted outside the building.
Pricing and cost details are not specified in this addendum; the document focuses on technical clarifications and coordination requirements. Notable provisions include confirmation that the contractor is responsible for moving Owner-furnished equipment from campus storage to the work site; the Owner will remove and reinstall existing furniture prior to contractor arrival; NVCC will provide all permits through Loudoun County; the contractor must use flush-mounted wall outlets at columns rather than surface-mounted installations; the contractor shall conduct pre-installation moisture testing for the flooring substrate; construction workers are permitted to use existing restrooms in the adjacent corridor; and free campus parking will be provided with registration renewed every two weeks during construction. The project scope excludes plumbing work, includes relocation of one sprinkler head and addition of two new heads with hydraulic calculations required, and anticipates coordination with the existing Notifier fire alarm panel and Siemens building automation system. The mechanical work includes heat pump installation (HP-1) with mounting type to be coordinated in the field, integration of new HVAC controls into the existing Building Automation System, and rebalancing of existing air devices and rooftop units.

RFIs & Responses:
1. Drawing E-002 (Plan Note 3); M-301; E-601 (Panel ML1) – HP-1 Disconnect Voltage
E-002 Note 3 specifies the HP-1 disconnect as “2P-60A, 240V, F.S.S., NEMA Type ‘3R’, fused at
40A.” Panel ML1 is 208Y/120V, 3Ø, 4W, and the M-301 schedule lists HP-1 (Mitsubishi PUZ-
AH30NL) as 208 V / 1Ø, MCA 22.0 A, MOCP 37.0 A. Drawing excerpt attached. Given that M-301 lists HP-01 at 208 V, 1Ø, MCA 22.0 A and MOCP 37.0 A, while E-002 Note 3 calls for a 240 V, 60 A fusible disconnected fused at 40 A, please confirm the required supply voltage, disconnect rating, fuse rating and type, and breaker rating at ML1-26/28 for HP-1, consistent with the equipment nameplate and the manufacturer’s installation instructions.
Response: The voltage system at the building for low voltage loads is 120/208V, 3-phase, 4-wire.
The standard voltage rating for disconnects and breakers used on either 208V or 240V systems is
240V. Similarly, the standard voltage rating for disconnects and breakers used on 277/480V, 3-phase, 4-wire system is 600V.
The fuses for HP-1 unit can be rated 40A as shown on electrical drawings because there is no standard fuse size of 37A as listed by the mechanical unit manufacturer. The 35A fuses can be used as well as an acceptable alternative for the OCP serving the heat pump unit.
2. Drawing E-002 (Plan Note 2); E-601 (Panel GL1) – Source Circuit for GFCI Receptacle at HP-1
E-002 Note 2 connects the new GFCI WP service receptacle at HP-1 to existing branch circuit GL1-24.
The GL1 panel schedule lists GL1-24 as “(E) RECEPT.,FLOOR BOX LIBRARY,” an interior library circuit. Existing circuits GL1-57 and GL1-59 are listed as “(E) GFCI RECEPT. OUTSIDE.” Drawing excerpt attached. Please confirm which branch circuit shall serve the new GFCI weatherproof service receptacle at HP-1: existing circuit GL1-24 as shown on E-002 (listed in panel GL1 as an interior library floor-box circuit), one of the existing exterior GFCI circuits GL-57/GL1-59, or a new dedicated 20 A circuit from Panel GL1.
Response: The existing circuit GL1-24 serves also a wall mounted receptacle near the floor box(es) in question in the Library. The existing exterior circuit GL1-59 may be considered as well to power the GFCI near the HP-1 but that will be a more expensive option. Other existing receptacle circuits in the Library may be also considered to power the GFCI near the HP-1 if more accessible and more economical.
3. Drawing A-601 (Door Schedule); E-301 (Plan Notes 4,5) & Specification Section 087100, page 16-17, paragraph 3.8 – Door Hardware Section Project ID and Operator Power
Pages of Section 087100 carry the header “State Project Code 260-B5260-049 – Loudoun Campus – LC
Medical Education Lab, RRMM Project No. 24187-12, “a different project. Hardware Set 2 (Door 001) lists an LCN 9553 automatic operator “AS REQ (120/240 VAC), “while E-301 provides a single J-box above the ceiling on 120 V circuit GL1-31 for door hardware power. Please confirm that Section 087100
(Hardware Sets 1 and 2), whose page headers reference Project 260-B5260-049, applies to this project;
that the LCN 9553 automatic operator shall be powered at 120 V from circuit GL1-31: and, since the
HID 40KNKS card readers are Owner-furnished and Owner-installed, which party furnishes, installs, programs and tests the access-control panels, the low-voltage cabling and terminations, and the interface of the electrified hardware, REX, door position switches and MP4502/AQD4 power supplies with the

10. Drawing M-001 (Gen. Note 12); E-101 / E-301 & Specification Section 017300, page 7, paragraph
3.5.G.3 – Core Drilling Through Concrete Floor Slab
M-001 General Note 12 prohibits penetrations in any building structure without authorization from a structural engineer and the Owner’s representative, requires dimensioned sketches of all proposed penetrations, and requires structural components to be X-rayed before cutting or drilling. Section
017300 §3.5.G.3 calls for concrete to be cut with an abrasive saw or diamond-core drill. However, the
Mechanical, Fire Protection and Electrical plans show no new penetrations through the concrete floor slab; the only floor work indicated on E-101 and E-301 is extension collars at the existing floor boxes.
Please confirm whether any core drilling through the concrete floor slab is anticipated for this project and if so, identify the location, size and quantity of each penetration, the trade it serves, and whether X-ray/GPR scanning and structural engineer review per M-001 General Note 12 are required to be provided by the Contractor.
Response: No work through floors is expected. Wall penetrations are expected for refrigerant piping.
11. Drawing M-001 (BBH); M-201; A-601 (Finish Legend) – Existing Baseboard Heaters
Existing baseboard heaters are located within the area of work. The Mechanical drawings do not address them: M-201 shows no existing baseboard heaters and no demolition, relocation, or protection work for them, and the BBH abbreviation listed on M-0001 is not used on any plan. The new AF1 flooring and
RB1 base on A-601 will abut these units. Please confirm whether the existing baseboard heaters within the area of work are to remain in place and in service and, if any are to be removed or relocated, identify the extent of that work, including disconnection and capping of the associated piping or power, and the required wall and floor patching.
Response: Units are existing to remain.
12. Drawing A-101 (Notes 1,2); A-201 (Notes 1-4) & Specification Section 011000, page 2-3, paragraph 1.6
– Owner-Furnished (OFCI) Items – Delivery and Responsibilities
Section 011000 §1.6.A requires the Owner to provide for delivery of Owner-furnished products to the
Project site and to inform the Contractor of the earliest available delivery date; §1.6.B.3 requires the
Contractor to receive, unload, store, protect, and install them. A-201 identifies the OFCI items as salvaged mirrors (V.I.F), yoga mat storage hooks and a wall-mounted TV monitor, and A-101 Note 1 states that all furniture and fitness equipment is Owner-provided. The documents do not state where the salvaged mirrors are currently located, who removes and transports them, or whether the TV wall mount is furnished with the monitor. Please confirm that all OFCI items shown on A-101 and A-201 (salvaged mirrors, yoga mat storage hooks, and TV monitor with its wall mount) will be delivered by the Owner to the project site and available for installation when required by the construction schedule, and whether removal and transport of the salvaged mirrors from their current location, and placement of the Owner-provided fitness equipment and furniture, are by the Owner or by the Contractor.

– Noise and Dust Control in the Occupied Building
The area of work is a portion of the existing library in the LC Building, which NVCC will occupy throughout construction (011000 §1.8.A). Section 011000 limits work to 7:00 a.m. – 5:00 p.m., Monday through Friday (§1.9.B), restricts noisy activity during final exams (§1.9.C), and requires 14 days’ notice and the Owner’s written permission for operations that generate noise, vibration, or dust (§1.9.E).
Section 015000 §3.5.G requires floor-to-ceiling dustproof partitions, but the drawings do not show their location or extent, and the ceiling plenum is used for return air (M-201 Note 1). Please confirm the location and construction of the temporary dust and noise partitions required between the area of work and the occupied library, including whether they shall extend through the ceiling plenum to the structure above, and identify the hours during which noise and dust-generating work (demolition, cutting, and drilling) will be permitted, including whether such work must be performed after hours or on weekends while the library is in use.
Response: Construction hours are flexible, and can begin as early as 6am each day. Restrictions for work that generates noise, vibration, or dust will be addressed on a case-by-case basis during construction. Regarding the barrier, the intent for the temporary barrier is for the adjacent egress pathway to be maintained and protected from dust, debris, etc. within the area of work. Adjacent spaces will remain partially occupied through construction, so the barrier should also ensure that students, faculty and staff cannot unintentionally enter the work area.

Hardware Sets 1 and 2 (Section 087100) include electrified hardware and card readers purchased and installed by the Owner. Section 087100 references a Division
28 access control section that is not included in the bid documents. Please confirm that cabling and programming described are by the Owner’s security vendor.
Response: Refer to response to question #17 above.
40. Drawings G-001 & A-201 (Detail C3) & Specification Section 092216 Part 2 – G-001 lists section
054000 Cold-Formed Metal Framing as a delegated design item, and Detail C3/A-201 identifies the interior partitions as “non-structural CFMF interior partition by delegated designer.” The S43B partitions extend to deck at approximately 14’-2”. (a) Does the delegated design apply to all S43B partitions, or only to the storefront box header and opening framing? Section 0922163 specifies non-structural steel studs with a minimum base-metal thickness of 0.029 inch. (b) Which section governs stud thickness for the remaining S43B partitions, Section 092216 or the delegated design under Section
054000?
Response: CFMF delegated design is required for support of the storefront openings. Extent of design shall be as required to provide adequate support for the storefront systems. Standard partitions beyond what is required to support the storefront openings shall be CFMF but delegated design is not required for these sections.
41. Drawings AD101, A-101, & A-601 (Detail C2) & Specification Section 095113 Part 2 – The reflected ceiling plans (AD101 and A-101) appear to show a 2’ x 2’ grid in the Fitness Center, and Detail C2/A-
601 calls for “New 2’ x 2’ ACT.” Please confirm the required tile size, and whether any grid replacement beyond modification is required. Section 095113 specifies 24” x 48” acoustical panels installed in the existing grid to remain. Please confirm which tile size governs (24” x 48” per the specification or 2’ x 2’ per the drawings).
Response: New 2’ x 2’ ACT is required as indicated on drawing sheet A-101. Specification section
095113 has been revised via Addendum 2. Refer to response #33 above regarding existing grid modifications.
42. Drawing AD101 (Demolition Keynote 1) & Specification Section 096566 paragraph 3.2.B & 3.2.E. –
Please establish an allowance or unit price for the slab patching required by AD101 Demolition Keynote
1. Art. 3.2.B.1 requires the substrate to be dry but does not specify a moisture test method or limit; Art.
3.2.E.2 requires moisture mitigation if results exceed the flooring manufacturer’s limits; Art. 3.2.B.2 allows installation only if pH is between 7.0 and 11 but does not address remediation outside that range.
(a) Confirm the required test method (e.g., ASTM F2170). (b) Establish an allowance or unit price for moisture mitigation and for pH remediation.
Response: The condition of the slab is not known to the A/E. Contractor shall include standard surface prep and minor slab patching. Any significant, unforeseen slab repairs will be addressed on a condition-specific basis via change order if required. Contractor is responsible for pre-installation moisture testing to determine whether specialized adhesives are required for installation.
43. Drawings M-201 (Note 5), M-401 (Detail 3), M-202, & E-002 & Specification Section 238126 – The documents show different mounting conditions for outdoor unit HP-1; M-201 Referenced Plan Note 5 shows pad or pedestal-mounted at grade, and Detail 3/M-401 shows a roof-mounted equipment support stand. Please confirm the mounting type and location. We assume HP-1 is mounted at grade on a new concrete pad at the location shown on M-202 and E-002. Please confirm the concrete pad is in the
Contractor’s scope. Section 238126 describes a wall-mounted equipment support bracket for HP-1, which is a third mounting condition. Please confirm which condition governs.
Response: The mounting type shall be coordinated with the Owner in field. It can be pad mounted, pedestal mounted, or wall bracket mounted, to be determined.
44. Drawing M-301 (Split System Note 9) & Specification Section 238126 – M-301 Split System Note 9 requires one remote system/master controller “located in the office” with BACnet interface. (a) Please confirm the location of the master controller (which office or room). Section 238126 does not include a requirement for integration with the campus Building Automation System. (b) Please confirm whether integration with the existing campus BAS is required. If so, identify the BAS vendor and the scope of integration. If not, we assume the Contractor will provide the controller with a BACnet interface for future connection by the Owner.
Response: The new thermostat location shall be within the space, coordinated with the Owner, while the master controller location will be located as directed by the Owner. Also, the new HVAC system controls shall be integrated into the existing BAS system. Refer to response #37 above for controls contractor contact information.
45. Instr. To Bidders page 4, paragraph 5(a) – The Notice of Invitation for Bids (DGS-30-256) states that a
Commonwealth of Virginia Standard Bid Bond (Form CO-10.2) is required, while Paragraph 5(a) of the
Instructions to Bidders (CO-7A) requires a bid bond only for bids exceeding $500,000. Please confirm whether a Bid Bond is required if the Total Base Bid is $500,000 or less.
Response: The Notice of Invitation for Bids (IFB) states that a Commonwealth of Virginia
Standard Bid Bond (Form CO-10.2) is required. Section 5(a) of the Instructions to Bidders also states that a Bid Bond may be required for Contracts having bids of up to five hundred thousand dollars ($500,000) if such requirement is stated in the IFB.
46. Drawing M-201 (Note 5) – During the installation of the new Heat Pump (HP-1), we might need to make a penetration through the exterior wall. Can you provide or describe the material assembly of the exterior wall, or provide a wall section of the existing condition?
Response: Based on the documentation available to the A/E, the Exterior Wall construction consists of fluid applied membrane air barrier, rigid insulation, air cavity and brick. Contractor shall modify existing assembly and provide new transition membrane(s) as required for continuity of the building envelope.
47. Drawing FA-002 – Can the GC use the exterior back door facing outside of the building and exterior sidewalk / and lawn as part of the access to the building and work area?
Response: Contractor will have access to exterior doors, sidewalks, & lawn spaces adjacent to the area of work. Site specific accommodations will be determined at time of pre-construction meeting.
48. Drawing FA-002 (Overall First Floor Plan) – Is the GC allowed to install a waste container outside of the building where the existing yard green area is?
Response: Contractor will be permitted to install waste containers outside of the building. Site specific accommodations will be determined at time of pre-construction meeting.
49. Drawing FA-002 (Overall First Floor Plan) – Are the construction workers allowed to use the existing restrooms of the Corridor, or the GC needs to provide a temporary portable toilet outside of the building?
Response: Contractors are permitted to use the existing restrooms in the corridor adjacent to the work area.
50. Drawing AD-101 – Can you confirm if the owner will be responsible to remove and reinstall all the furniture in the work area?
Response: Owner will be responsible for removing and reinstalling existing furniture within the work area prior to Contractor arrival on site.
51. Drawing A-101 – Will the owner provide the building permit and all the MEP inspections will be done through the Loudoun County Permitting Department?
Response: NVCC / VCCS will provide all permits.
52. Drawing E-301 (Detail 01) – Can installation of the new wall outlets at the columns be surface mounted including the conduits? The existing columns have a metal cover finish enclosure all around. Please advise.
Response: New wall outlets at existing columns must be flush mounted as indicated on drawing sheets E-301 & AD101. Surface mounted outlets are not acceptable.
53. Drawing AD-101 – Can you provide the time schedule allowed to work at the NVCC campus or building? Considering we might have noise during some phases of construction?
Response: Refer to response to #13 above.
54. Will the parking for the GC and his subcontractors be free or no fees, during the construction?
Response: The winning Contractor will be provided a free campus parking registration link at the pre-construction meeting to be renewed every 2 weeks during construction.
