About this file

This file is Attachment A to a Request for Information (RFI) for the Communications and Information Capabilities (CIC) Branch Secure Software-as-a-Service (SaaS) Data Platform Support Services, issued by the U.S. Department of Homeland Security's Customs and Border Protection (CBP) agency. The RFI is market research only and does not constitute a commitment to award a contract or pay for information received. The government is seeking to identify commercial SaaS data platform vendors capable of supporting U.S. Border Patrol (USBP) operations under the CIC Program, which provides secure information management, data sharing, analytics, and collaboration capabilities to support border security missions.

Vendors responding to this RFI must provide company information and SAM.gov registration data, including socio-economic status classifications and CAGE codes. Required response components include capability statements describing SaaS and managed-support capabilities; up to three examples of comparable work with scope, scale, outcomes, and security/compliance details; technical approaches addressing implementation, operations, security, data integration, governance, and user support; security and compliance postures including authorizations and DHS continuous monitoring capabilities; commercial pricing models with rough order-of-magnitude costs; staffing models identifying labor categories and skill sets; service-level recommendations for availability and incident response; data portability and transition approaches; risk and assumption identification; and feedback on the draft Statement of Work/Performance Work Statement. Responses must also address HSIN (Homeland Secure Information Network) integration experience, data exchange technical approaches, authorized access controls including role-based access control, multi-factor authentication, single sign-on capabilities, audit logging, and mechanisms for preventing unauthorized data sharing, cross-tenant access, and misuse of government data. Vendors should identify existing federal security authorizations, provide documentation and security evidence supporting HSIN integration, describe operational support models for HSIN interfaces, and outline data export, transfer, retention, and disposal capabilities.

Additional RFI Response Instructions

Ask vendors to address the following HSIN-specific topics:

1. Describe your experience integrating commercial SaaS platforms with HSIN or comparable Federal information-sharing environments.

1. Describe the proposed technical approaches for supporting authorized data exchange between the SaaS platform and HSIN, including APIs, file exchange, data feeds, dashboards, content repositories, identity federation, or other approaches.

1. Identify the proposed approach for ensuring that data shared through HSIN-related capabilities is available only to authorized users, organizations, and communities.

1. Describe how your platform supports:

3. Role-based access control;

3. Least-privilege access;

3. User lifecycle management;

3. Multi-factor authentication;

3. Single sign-on or identity federation;

3. Audit logging; and

3. Periodic access review.

1. Describe your approach to preventing unauthorized data sharing, cross-tenant access, cross-community access, bulk exports, or use of Government data for unauthorized commercial or artificial-intelligence purposes.

1. Identify any existing Federal security authorizations, independent security assessments, or relevant compliance artifacts that could support an HSIN-related integration.

1. Describe the documentation, testing, and security evidence your organization would provide before implementation of an HSIN integration.

1. Describe your operational support model for HSIN-related interfaces, including monitoring, incident response, escalation, maintenance windows, and change management.

1. Describe how Government data and content can be exported, transferred, retained, archived, or disposed of at the Government’s direction, including at contract transition or termination.

1. Identify assumptions, dependencies, limitations, or Government-furnished services required to support HSIN integration.
