About this file
Summary
This Statement of Work (SOW) outlines U.S. Customs and Border Protection's (CBP) requirements for implementing, operating, and maintaining a secure cloud-based Software-as-a-Service (SaaS) data platform with authorized integration capabilities to the Homeland Security Information Network (HSIN). The platform must support authorized DHS personnel and approved mission partners in securely ingesting, storing, managing, analyzing, sharing, and reporting organizational data while maintaining compliance with DHS security, privacy, and information-sharing governance requirements. The contractor shall provide comprehensive support services including platform onboarding and configuration, data-source integration, platform administration and tenant management, security configuration and monitoring, data governance and metadata management, user support and training, system maintenance and enhancement, performance monitoring, incident management, authorized HSIN integration and interoperability support, and transition-in/transition-out services.
The SOW specifies critical requirements for HSIN integration that establish strict Government oversight and control, including: assessment of use cases involving HSIN users and workflows; development of integration designs and security documentation for Government review; support for approved data exchanges and authentication mechanisms; testing and validation prior to production deployment; and prohibition on establishing HSIN connections without prior Government authorization. The contractor must implement role-based access control, least-privileged access principles, multi-factor authentication, encryption of data in transit and at rest, comprehensive audit logging, and maintain separation of Government data in multi-tenant environments. Contractor qualifications should demonstrate experience with Federal security authorization processes (FedRAMP, NIST Risk Management Framework), secure information sharing among multi-sector partners, identity federation, data segmentation, and development of secure APIs and data pipelines in regulated environments. Deliverables include an HSIN Integration Plan, Interface Control Documents, Data-Sharing and Access-Control Matrix, Security Support Package, Test Plans and Reports, Operational Runbook, and monthly status reports, with recommended service-level metrics addressing interface availability, incident response timeliness, data-exchange accuracy, user-provisioning timelines, and documentation currency.
