About this file

This document is a Justification for Exception to Fair Opportunity (JEFO) issued by the Department of the Navy's Naval Air Warfare Center Aircraft Division for a sole-source task order award.

The Navy intends to award a sole-source task order to Airborne Tactical Advantage Company (ATAC) under the Terminal Attack Controller Training (TACT) Multiple Award-Indefinite Delivery/Indefinite Quantity (MA/IDIQ) Contract for United States Marine Corps (USMC) Burmese Chase training requirements. The task order will provide contractor-owned and operated turboprop aircraft, aircrew, maintenance personnel, and support services to conduct dry and live Contracted Close Air Support (CCAS) training at Camp Lejeune, North Carolina. Specific requirements include high-performance turboprop aircraft capable of supporting Type 1 and Type 2 controls, Night Vision Device (NVD) aided operations, live ordnance delivery profiles utilizing MK-76 and/or BDU-33 training munitions, and sustained Time on Station (TOS) requirements supporting multiple overlapping training flows. The Period of Performance spans from July 27, 2026, to July 26, 2027, with a total estimated contract value of $755,010.00 funded through O&M-MC (Operations & Maintenance, Marine Corps) account with 38 flight hours and reimbursable elements.

The justification cites FAR 16.507-6(b)(2), asserting that ATAC is the only contractor with Naval Air Warfare Center Aircraft Division-approved subcontractor agreements and vendor relationships capable of providing the required turboprop aircraft capability. The Navy determined that alternative CAS TACT MAC contractors lack necessary approvals and established relationships, and attempting to onboard a new subcontractor would introduce unacceptable schedule delays that would jeopardize the critical training window for the USMC Burmese Chase 2026 exercise. The Contracting Officer will employ price analysis techniques such as comparison to historical pricing, Independent Government Cost Estimate (IGCE) analysis, and cost element evaluation to determine fair and reasonable pricing. The Navy commits to conducting market research for future Burmese Chase acquisitions to identify additional qualified sources and assess whether evolving aircraft capabilities and operational approvals may reduce competition barriers in subsequent procurements.
