About this file

This Addendum 1 to RFB #2026-05PC clarifies key specifications and award criteria for the Portage County Highway Department's road material crushing procurement in Wisconsin. The project involves crushing approximately 15,000 tons of reclaimed asphalt materials at the County Highway Department pit located at 7153 Old HWY 18, Custer, Wisconsin, with materials to be blended to 3/4 inch dense-graded base gravel per WisDOT Standard Specifications. Crushing operations are limited to 7:00 AM through 5:00 PM, with project completion required by October 30, 2026. The sealed bid submission deadline is 2:00 PM on February 17, 2026, and a pre-bid vendor conference and site visit are scheduled for 9:00 AM on February 5, 2026. The contract term extends from the award date through project completion, with any extensions requiring mutual agreement between the vendor and County. Award will be made to the lowest net unit price bidder, with timeliness of service and start dates as potential evaluation considerations.

The addendum addresses critical clarifications regarding material specifications and testing requirements. All asphalt materials shall be crushed with 100% passing the 3/4 inch sieve, and the County will assess gradation primarily by visual inspection while reserving the right to test questionable material, requiring only one test per 3,000 tons produced during aggregate production. The County will accept final quantity measurement by drone with an agreed-upon ton/yard³ conversion factor and requires contractors to provide a calibrated motion belt scale on-site for daily tonnage calculations. No bid bond is required. Bidders must submit prices per ton of crushed material based on actual daily scale weights, with the 15,000-ton figure representing a good faith estimate only and no guarantee of specific purchase quantity. Qualified bidders must demonstrate a minimum of five years of experience crushing road materials, provide three professional references documenting similar services within the past five years, and maintain minimum insurance coverage of $1,000,000 for commercial liability and vehicle coverage.

Questions & Answers

1. Regarding item 11.6 shown in the RFB, the DOT spec for reclaimed asphalt shown in 305.2.2.2 of the spec book would call for 100% passing the 1” sieve. In my experience, the engineer will usually assess gradation by visual inspection. Wanted to clarify whether the County will require a sieve analysis from a commercial lab and if so, what gradation requirements would be used?

Ans: The County will assess gradation primarily by visual inspection but may test questionable Material. Per 11.6, the Contractor shall perform gradation testing during aggregate production of crushed material. The County will require only one test per 3,000 tons of material produced. All gradation tests shall be available to the County.

To clarify the gradation testing requirements, all asphalt materials shall be crushed with 100% passing the ¾” sieve.

2. Would the County accept final quantity measurement by drone with an agreed upon ton/yd³ conversion factor?

Ans: Yes, this would be acceptable.

3. Is there a bid bond required?

Ans: No

4. In the bid documents/ specs its stating reclaimed asphalt. The DOT does not have a gradation for ¾” reclaimed asphalt. There is a gradation for 1 ¼” which is 100% passing the 1.25” sieve. Is the intend for your material to be 100% passing the ¾” sieve? Just looking for some clarification.

Ans: To clarify the gradation testing requirements, all asphalt materials shall be crushed with 100% passing the ¾” sieve.
