Bidders must meet specific qualifications including proof of five years of continuous business operation under the same legal entity, documented evidence of five comparable dock and boardwalk construction projects completed within five years, and possession of either a Florida Licensed Certified Marine Contractor or Certified General Contractor's license. The project is valued at approximately $462,745.00 excluding renewal options, with bidders required to submit a separate $30,000.00 contingency line item with no markup. Contractors may apply markups of up to 10 percent on subcontractor work and up to 5 percent on sub-subcontractor work, with a cumulative maximum markup of 15 percent on all changes. All work must utilize pressure-treated Southern Pine lumber, stainless steel fasteners, and 9-gauge galvanized wire fencing with black vinyl coating. Insurance requirements include General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Business Coverage Automobile Insurance with minimum limits of $300,000 Combined Single Limit, and Workers' Compensation Insurance with statutory state coverage. Liquidated damages are assessed at $250 per calendar day for failure to meet the substantial completion date, and all work must be warranted free from defects for a minimum of one year from final completion.
