Work activities include removal of miscellaneous concrete; application of penetrating concrete surface treatment; concrete structure repairs using epoxy mortar and vertical and overhead repair techniques; concrete crack repairs by epoxy injection and rout-and-seal methods; cleaning and sealing of existing joints; replacement of armored bridge joints; replacement of W-beam rail elements and Thrie-beam to W-beam transitions; repair of steel posts and pedestrian railings; replacement of luminaires with 250-watt equivalent LED fixtures; replacement of above-ground conduit; and implementation of construction exits, temporary sediment control fencing, biodegradable erosion control logs, barricades, signs, and traffic handling measures. The work shall be conducted in four to six phases per bridge under a single prime contract, with coordination by CONSOR Engineers, LLC (CONSOR) serving as the Owner's Representative and Civil Engineer Ricardo A. Prieto, P.E. The contract includes requirements for a full-time project superintendent, preconstruction and progress meetings, submittal procedures, quality control plans, and testing and inspection services.
Payment methodology is based on unit prices established in the bid schedule for specific line items, with measurement by square yard for sidewalk removal, square foot for concrete surface treatment and concrete structure repair, and other appropriate units for remaining work items. The Contractor shall provide all labor, materials, equipment, and tools necessary for contract completion and bears responsibility for project coordination, notification of property owners, damage to private property, temporary facilities, sanitary facilities, and safety. The specifications reference standard codes and professional association standards applicable as of the bid date. Contract documents include detailed requirements for submittals, quality assurance and quality control procedures, delegated design services where applicable, measurement and payment provisions including progress payment, material-on-hand compensation, force account methodology for extra work with established markup percentages for labor (25% overhead), insurance and taxes (55% of labor cost), materials (25% overhead), equipment (15% overhead), and subcontracting (5% administrative cost).
