About this file

This is Addendum 1 to Request for Bid #2026-02PC issued by Portage County Solid Waste for Municipal Solid Waste (MSW) and Recycling Compactor Equipment. The addendum clarifies technical specifications and responds to bidder inquiries regarding the procurement of two complete compactor systems—one MSW unit capable of processing a minimum of 50,000 tons annually and one recycling unit handling a minimum of 5,000 tons annually. Key clarifications include control panel placement to be determined with operator accessibility from ground level at the tipping floor, hopper dimensions specified as 20-ft tall by 15-ft wide by 10.6-ft deep with 5/8" thick steel plate and 2"x3"x1/8" wall tube on 24" square centers, maximum pressure capability of 1,800–2,200 PSI for dual cylinder systems, and ceiling height restrictions of 35 feet for both facilities (with recycling loads not exceeding 23 feet). The equipment must accommodate a CAT 950G front-end loader with a 4-yard bucket approximately 9'8" wide. The County confirmed it is a SourceWell member but will proceed with the competitive RFB process rather than utilizing SourceWell procurement. Award will be made to the lowest total price bidder based on Line 5 of the Bid Offer Form, with all pricing quoted in U.S. dollars and inclusive of freight, installation, and ancillary costs.

The addendum clarifies that no existing equipment requires replacement or removal, and bidders should propose the lowest-cost model meeting all specifications without preference for a particular manufacturer. The County will handle fire protection installation separately and requires only wiring diagram information from the compactor vendor. Trailer pin heights are specified as 33" to 44" with a scissor lock centerline of 39", and bidders should quote for standard swing doors with final door specifications to be determined with the winning vendor. The County reserves the right to adjust final hopper specifications and pricing through a mutually agreed change order based on final building design. All bid submissions must use the enclosed Bid Offer Form Attachment C, with sealed bids due February 12, 2026, at 2:00 PM at Portage County Purchasing, 1462 Strongs Ave, Stevens Point, Wisconsin 54481.

Portage County Solid Waste

ADDENDUM 1

February 3, 2026

The following changes are hereby added to and made part of Bid #2026-02PC.

Clarifications, Revisions, Questions, and Answers:

Clarifications And Revisions:

5. METHOD OF BID

Bidder must submit a price for the equipment/fabrication/Install/freight of these Compactors. (Line 5 of Bid Offer Form) All prices must be quoted in U.S. Dollars. Bidder must bid on the enclosed Bid Offer Form Attachment C.

1.7.4. Components and assemblies with equipment unit as a whole shall meet standards of:

1.7.4.1. ASME ANSI

Questions and Answers:

Q1. 10.8.2. The control panels for the compactors shall be located with the power units and mounted for easy access and safe operations via the catwalk structure.

This doesn’t seem to be worded correctly – from an operational standpoint? – the controls should be mounted down in an area where the operator of the loader can easily access them (ideally ground level of the tipping floor. Is this how you intended, or will you revise to have the controls noted to be accessible from tipping floor ground level, off to the side of the machine for easy access for the operator (out of the way of impact from the loader)?

A. The control panels shall be mounted with the power units in a location, to be determined, that is easy to access by the operator and allows for safe operations. A catwalk in not necessary.

Q2. Is the county a SourceWell member, and if so would they like to forgo the bid process and select equipment through SourceWell?

A. The County is a SourceWell member. We will be going through the RFB bid process for this equipment.

Q3. Is there existing equipment that will be replaced? If there is existing equipment, what are the Make & Model numbers? If there is existing equipment, would you prefer to have the same item(s) used for quoting purposes? If there is existing equipment being replaced, will the contractor be responsible for removal? If the contractor is responsible for removal of existing equipment, will they be responsible for haul away and disposal of the equipment?

A. No existing equipment to replace. Other questions besides the bold questions the county finds not applicable.

Q4. Is there a “preferred” make, model, & size of the equipment to be quoted?

A. The lowest cost model that meets all the specifications listed in the RFB.

Q5. What are the dimensions of the bucket being used on the front-end loader to top-load the waste & recycle stream?

A. Utilize the following machine, CAT 950G with a 4-Yard Bucket that is approx. 9’8” wide.

Q6. What is the maximum load height capabilities for the loader being used?

A. Utilize the following machine, CAT 950G with a 4-yard bucket.

Q7. What is the overhead ceiling height restriction in each scenario (MSW & RECYCLE)?

A. Overall ceiling height in the Transfer Facility (MSW) is to be determined as the addition hasn’t been built yet. However, it should be the similar in height as the current structure.

Please use 35 feet. The overall ceiling height in the Recycling Facility (Recycle) is 35 feet and loads cannot go over 23 feet.

Q8. In 10.3.1.2 you list Total Maximum Pressure: 3,000 psi for single cylinder or 2,200 psi for dual cylinder.

This seems to contradict the 10.5.1.2 Maximum Pressure: 2,500 psi to 3,000 psi. Can we have a unit where the total maximum pressure allowed to be 1800-2200 PSI?

A. Yes

Q9. In addressing this statement, 1.5.2.6. Specifically prepared wiring diagrams, including any fire alarm and/or fire protection requirements. Do we need to provide fire protection?

A. No, the County will be installing fire protection as part of a remodel project. We would just like any information or wiring requirement that the compactor might have related to Fire Protection.

Q10. Please define hopper size need – Approximate L x W x H. Please list the recommended build specification of the hopper to be ¼” thick steel plate with 2”x 3”x 1/8” wall tube on 24” square centers.

A. For bidding purposes, the recommended build specification of the hopper is ¼” thick steel plate with 2”x 3”x 1/8” wall tube on 24” square centers; 20-ft tall x 15-ft wide by 10.6-ft deep.

The County will work with the winning vendor on specifications of the final hoppers based on the final design of the building. The County is aware that this may involve adjusted pricing mutually agreed upon due to the change order.

Q11. Please offer the dimensions of the window opening in rear door and the pin box dimensions for the trailers being used. (This was stated on site to be known already).

A. Pin Height for trailers: 33 ½” (bottom of scissors lock opening) to 44” (top of scissors lock opening) with a scissors lock center line of 39 ¼”

For bidding purposes, bid for standard swing doors. Portage County will work with winning bidder to determine best doors for their trailers.
