The County will award a single master contract not to exceed five years with cancellation rights available to either party at any time. Questions must be submitted by February 9, 2026 at 5:00 PM, with potential interviews scheduled for March 9 and 10, 2026 between 9:00 AM and 1:00 PM, and contract award anticipated on or after the March 16, 2026 Board of Commissioners meeting.
Evaluation will be conducted on a 100-point scale based on qualifications of key personnel (20%), availability (20%), experience with similar projects (30%), methodology (20%), and references (10%). The RFQ does not specify an explicit award value or budget range. No set-aside designations or restrictions limiting organizational type eligibility have been identified. QUESTIONS:
1. Is there an existing list of facilities offering Therapeutic Recreation programs, and if so, can it be provided?
The Therapeutic Recreation Division currently operates programs at its headquarters at Ellis Park and periodically utilizes additional County facilities such as Dan Nicholas Park (mini-golf) and the Rowan County Events Center (dances and large events). The Division also partners with local schools, non-profits, and community organizations to deliver services throughout the community.
A key component of this RFQ is to evaluate these existing spaces and their effectiveness in supporting current programming, as well as to identify future facility needs to better reach participants. This assessment may reveal opportunities ranging from renovation or enhancement of existing spaces to the potential need for new facilities or amenities. The term “facilities” is intentionally broad and is not limited to buildings; it encompasses any physical spaces or environments used to support Therapeutic Recreation programs. This process is intended to help determine the most appropriate types of facilities needed moving forward.
