About this file
This Addendum 1 to RFQ #2026-027, issued by the Rowan County Purchasing Department in North Carolina, clarifies the scope of work for landscape architectural services related to site selection and design for therapeutic recreation facilities. The project seeks a qualified consultant to conduct a comprehensive inventory review and needs assessment of facilities supporting therapeutic recreation programs, with particular emphasis on amenities serving adults with disabilities. The scope of services may include landscape architectural design, surveying, environmental services and permitting, civil engineering, architectural building design, staffing and cost estimating, and construction administration. The addendum clarifies that "therapeutic recreation facilities" encompasses not only buildings but also program spaces, amenities, and other physical environments used to deliver therapeutic recreation services. Following the assessment phase, the county will determine next steps, which may involve renovation of existing facilities or new construction. The bid date remains February 19, 2026 at 10:00 AM ET. The selected consultant will be awarded a single master contract with a term not to exceed five years and cancellable at any time by either party. Potential interviews are scheduled for March 9 and 10, 2026, with contract award anticipated on or after the Board of Commissioners meeting on March 16, 2026.
Qualified firms must have completed at least five recreation facility renovation or new construction design projects within the past five years and provided design, bidding, and construction administration services for at least two similar projects. The designated point of contact should be an individual with demonstrated experience in parks and recreation facilities who can be readily available to the county, serving as either the project manager or principal-in-charge at the firm's discretion. Environmental services would only be required if site selection or potential facilities impact environmental conditions or if an existing facility is selected for renovation. The contract is subject to federal grant requirements and must comply with applicable federal laws including Equal Employment Opportunity regulations, the Davis-Bacon Act, and environmental regulations. The RFQ does not specify an explicit award value or budget range for the master contract, and no incumbent vendors or set-aside designations have been identified. Submissions are limited to twenty pages excluding cover sheet and letter of introduction, with electronic delivery to jody.farrow-bennett@rowancountync.gov or hard copy delivery to 130 West Innes Street, Suite 31, Salisbury, North Carolina 28144 by the February 19, 2026 deadline at 10:00 AM ET.

NOTES:
1. THIS ADDENDUM DOES NOT CHANGE THE BID DATE
CLARIFICATION:
• Can you please clarify whether “therapeutic recreation facilities” refers specifically to buildings?
As outlined in the Scope of Work, the County is seeking a consultant to assist with assessing the current inventory of facilities that support Therapeutic Recreation programs and services. The term “therapeutic recreation facilities” is not limited solely to buildings. It may include buildings, program spaces, amenities, or other physical environments used to deliver Therapeutic Recreation services.
Following the assessment, the County will determine next steps, which may involve renovation of existing facilities or new construction, depending on the findings.
The selected consultant will collaborate with Rowan County Parks and Recreation to evaluate facility needs and identify any associated staffing requirements, with particular emphasis on facilities and amenities that support adults with disabilities.
Professional services for this project may include:
• Therapeutic Recreation facility inventory review and needs assessment
• Landscape architectural design
• Surveying
• Environmental services and permitting
• Civil engineering
• Architectural building design
• Staffing and cost estimating (as applicable)
• Construction administration mailto:jody.farrow-bennett@rowancountync.gov
• Does Rowan County intend this role to involve advising on stream restoration, endangered species, regulatory approvals for activities impacting air, water, or land, or more along the lines of asbestos remediation—or all of the above? These services would only be required under the following circumstances:
o If site selection or any potential facilities were found to impact the environmental conditions of the selected site, or o If an existing facility were selected for renovation.
Depending on the outcome of the site assessment, this could include advisement on environmental impacts, regulatory considerations, or building-related environmental issues such as hazardous materials. However, any need for these services is anticipated to occur later in the process, once the assessment phase is complete and the County has identified the appropriate path forward
• Reminder: All questions related to this RFQ must be submitted by end of day on Monday, February 9, 2026. If any questions are received, an addendum will be issued by end of day on Thursday, February 12, 2026.
QUESTIONS:
1. Does the Experience and the Design/Bidding/Construction Requirement regarding 5 recreation facility renovation/new construction/amenity design upgrades apply specifically to recreation facility buildings or to broader park related amenities? All forms of parks and recreation project experience will be considered. Any variety of the type of facilities will give a better understanding of a firm’s experience.
2. For the Project Leadership Requirements, how do you define the “point of contact”? Is this intended to be the Project Manager or the Principal‑in‑Charge? Also, do the two required construction projects need to be recreation facility buildings? The designated point of contact should be the individual who can be readily available to the County and who has demonstrated experience with projects of similar scope—particularly parks and recreation facilities—and who has extensive knowledge of the project we are undertaking. This may be either the Project Manager or the Principal-in-Charge, at the discretion of the firm, as long as the individual meets these expectations.
Regarding the required project experience, the preference is for construction projects that are or were geared toward recreation and parks facilities. This ensures the firm understands the functional needs, operational intent, and design considerations specific to the parks and recreation industry.
