About this file

This is a Request for Proposals (RFP) document issued by the Cherokee County Board of Commissioners in Georgia for the procurement of hot mix asphalt supplies. The Cherokee County Roads and Bridges division seeks proposals from suppliers to provide Group 1 or Group 2 hot mix asphalt conforming to Georgia Department of Transportation (GDOT) specifications on an annual basis. The RFP was issued on August 22, 2014, with a question deadline of September 2, 2014, and a proposal submission deadline of September 8, 2014, at 2:00 PM. The anticipated award date is September 23, 2014. The contract is structured as a fixed-price (adjustable) agreement with a one-year initial term and two one-year renewal options, allowing for flexibility in pricing adjustments. Proposals must be submitted in sealed envelopes to the Cherokee County Department of Procurement & Risk Management at 1130 Bluffs Parkway, Canton, Georgia 30114. The evaluation criteria is based solely on price and value of the proposal, weighted at 100 percent.

Pricing for the asphalt must be provided per ton based on GDOT asphalt cement index price ranges, with quarterly price adjustments determined by the GDOT index price for the final month of the preceding quarter. Suppliers must provide separate pricing schedules for each plant location offering Group 1 and Group 2 asphalt with and without added lime, across various mix types including Base (25 mm), Binder (19 mm), E Mix (12.5 mm), F Mix (9.5 mm), H Mix (9.5 mm), G Mix (4.5 mm), Permaflex D Mix, and Open Graded Interlayer. All prices shall be firm and FOB plant, including mixing and materials. The County also reserves the option to sell removed or milled asphalt to suppliers, with vendors responsible for providing certified weight tickets. Suppliers must indicate required lead time for production and availability. The County requests one original and five copies of proposals, with all documentation required to be complete and submitted in accordance with the specified forms and requirements. No pre-proposal conference was scheduled for this procurement.

The following section contain instructions for successfully submitting a responsive proposal to the County.

1. Proposal Due Date
1.1The County has set the preliminary date for which proposals are due to the Cherokee County Department of Procurement and Risk Management as:

by
ERROR:#REF!

1.2 It is the Supplier's sole responsibility to ensure that their proposal is properly delivered to the County on or before the stipulated due date. Supplier's are encouraged to schedule arrival for the day prior to the due date to eliminate any difficulties with delivery.

1.3 Proposals received after the due date will not be considered.

2. Proposal Mailing Address
2.1Proposals must be submitted to the County in a sealed envelope clearly marked on the outside with the RFP number, RFP title, due date and time.

2.2 Proposals are to be mailed or hand delivered to the address below. Proposals must include the RFP number on the address label. Cherokee County will not be responsible for opening any proposals not appropriately marked. See below for an example of how you should label your RFP.

2.3 Proposals will not be accepted by fax or email without the written permission of the Director of Procurement & Risk Management. Proposals not containing all of the required documentation and forms (see 3. below for a list) may be deemed "non-responsive".

3. Proposal Package

3.1 The following tables contain a list of the various documents Cherokee County requires as part of the RFP submission process. Because the requirements and deliverables of each RFP are unique, not every document will be required when submitting an RFP. Please refer to the tables below to determine which documents are needed for this RFP. Please use this page as a reference to help guide you through the submission process. You are encourage to use the check boxes to ensure that you have complete and included all of the required forms and worksheets.
