About this file

This document is a Request for Information (RFI) for Religious Services issued by U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations. The RFI seeks capability statements from vendors to provide religious services at six ICE detention facilities located in Batavia, NY; Miami, FL; Los Fresnos, TX; Florence, AZ; El Paso, TX; and Naval Station Guantanamo Bay (NSGB), Cuba. The contract requires six bilingual (Spanish/English) chaplains and program managers to establish and administer religious services programs, with specific requirements including 24/7 accessibility, emergency response capabilities, and the ability to coordinate worship services and pastoral care for detainees.

Key submission details include a 10-page maximum capabilities statement due by 4:00 PM EST on April 1, 2025, to be emailed to Diana Brozi and Valerie Leonova. The NAICS code is 813110 with a small business size standard of $13 million. Vendors must describe their ability to provide chaplains, program managers, volunteer coordination, and religious service support, with special emphasis on staffing and logistics for the NSGB location. The RFI seeks information on company experience, staffing plans, potential challenges, and suggestions for evaluation criteria, with the goal of understanding vendor capabilities for a future solicitation.
