About this file

This document is a Questions and Answers (Q&A) file for a federal contract solicitation regarding a Color Digital Press. The document contains seven questions from a potential vendor seeking clarification and potential modifications to specific technical requirements for a digital printing system. Key specifications include capabilities for printing on various paper and polyester stocks, producing 85 images per minute, applying clear and invisible red toner for security, achieving precise front-to-back registration, having an integrated or standalone scanner, performing color calibration, and controlling humidity.

The vendor is requesting potential adjustments to several specifications, such as allowing a slight variance in printing speed (80-85 PPM), permitting a standalone scanner instead of an integrated one, considering alternative RIP calibration systems, and questioning requirements that may limit competition by being exclusive to a single manufacturer. The government's responses generally indicate openness to alternative approaches while maintaining core functional requirements, with guidance to provide detailed equipment capabilities and specifications in the comments section of their response.

Question Response

Specification 2: Color Digital Press shall print on 20lb bond - 130lb cover, coated or uncoated stocks, and on 8mil,10mil, and 11mil polyester at a minimum of 85 images per minute. Please specify equipment details in Comments section.

Question: Will the Senate update this to 85 images per minute +/- 5 PPM to allow for 80 PPM production device?

Provide a list of the printing capabilities of your machine, specifically the maximum pages per minute (PPM) it can produce.

Specification 4: Color Digital Press shall apply clear toner and invisible red toner, as a spot application or by flooding the printed image, at up to 85 images per minute to create a watermark effect or to add an element of security. Please specify equipment process in Comments section.

Question: Will the Senate remove this requirement as it is only offered by one manufacturer?

This represents a minimum requirement to maintain existing procedures for security measures.

Specification 7: Color Digital Press shall automatically adjust the printed sheet to provide front-to-back registration, within +/- 0.5mm. Please specify equipment details in Comments section.

Question: Will the Senate update this requirement of front-to-back registration, within +/- 1 mm to allow for the use of a simpler, more cost-effective tool that ensures consistent and precise registration with a tool offering built-in capabilities to easily calibrate skew, magnification, and perpendicularity with minimal operator involvement, ultimately reducing operational complexity and cost to the Government?

Please specify the functions your machine can perform.

Specification 23: Color Digital Press shall have an Integrated Scanner. Please specify equipment details in Comments section.

Question: Will the Senate allow for a production scanner that is standalone

vs. integrated into the press?

This would be acceptable. Kindly specify and include all additional accessories required.

Specification 33: Offeror shall provide color calibration using our current Apogee/Wasatch RIP system and provide onsite user training in calibrating the Color Digital Press using various techniques and or equipment. Please specify details in the comments section.

Question: Will the government consider removing (or relaxing) the requirement to utilize Apogee/Wasatch RIP systems if we can demonstrate equivalent calibration and training using Fiery RIP auto calibration and on site user training?

Please specify the capabilities of your machine and outline the procedures you employ to maintain consistent calibration.

Specification 42: Color Digital Press shall have a built-in system for controlling humidity. Please specify in comment section.

Question: Will the Senate remove this requirement as it is only offered by one manufacturer?

Please specify the functions your machine can perform.

I did not see the specifications for the Digital press you are looking for. Would you mind directing me to where I could find that on the sam.gov?

Specification requirements can be found in the Pricing Table, Attach B-Specifications.
