This document is a Questions and Answers (Q&A) spreadsheet for a Packing and Crating solicitation (Solicitation Number 2025-PZI-0002) issued by Hanscom Air Force Base. The solicitation covers moving services for Department of Defense personnel across four zones (Zones 4, 9, 10, and 57) in Vermont and Maine, with a 5-year contract period beginning at contract award. Key details include: bidders are not required to bid on all three areas but must bid on all zones within their chosen area, and the contract will have an ordering period of 5 years.

Critical procurement details include: quotes are due on Thursday, August 21, 2025, with answers to questions to be posted on Monday, August 18, 2025. Pricing will be evaluated based on the sum of CLIN unit prices across five ordering periods, with the government assessing price reasonableness. You do not have to bid on all three Areas/Solicitations. However, you do need to bid on all zones within the Area/Solicitation you choose to bid on. The contract will begin at contract award and be valid for an ordering period of 5 years. Please refer to each soliciation for when quotes are due.

Pre-Approval for Additional Expenses
Is there a pre-approval process for additional required expenses, such as third-party services, when these are required by the customer and authorized by the government?Yes, when identified during Premove then contractor will have a form to submit for review by our office.
Availability of Government-Owned Containers (GOCs)
What is the anticipated availability of Government-Owned Containers (GOCs)? Should bidders expect to rely primarily on agent-owned containers at the start of the program, or will GOCs be readily available?Availability of GOCs will be dependent on each zone. Please refer to PWS, Part I, Section A, Paragraph 8k(4) for requirement upon award. Bid schedule Item 10 covers containers to be built.

Base Access
Will AGFM facilitate and sponsor through DFAS (or a similar program) base access for regular crews of the DPM contractor to allow timely and efficient access for service on base instillations?Contractor's can work with applicable installations to determine the potential for DBIDs access. This will be dependent on each installation and local QA.
Attempted Pick up / Delivery
Can you confirm whether the “attempted pickup” or “attempted delivery” provisions apply to all CLINs, and what supporting documentation is required to invoice for these charges?Attempted Pickup /Delivery applies to the applicable CLINs for those services. An "Accessorial form" will be provided to the contract awardee that will be utilized for attempted pickup/delivery. This form is required for approval of the attempt.
Estimated CLIN Volume
In most DPM solicitations, a true estimated annual total weight for each CLIN is provided so that bidders can assess anticipated workload and price properly. For example, 1AA could have an annual estimate weight of 500,000 lbs. Estimated weights are only provided for CLINs 1AA, 15, 20, 23, and 31. In those cases where they are provided, the total weights are very low. Are these true estimates of the total weight to be serviced in each CLIN yearly under the contract? If not, can you update the bid schedule to provide the accurate estimated volume (total CWT or tonnage) for either each CLIN or at least the major CLINs?The Government included an "Est Cwt" in column J of the bid schedule for certain items the Government had information to provide from similar actions. If information was not provided, the Government utilized column K for the extended price. The volume of activity is unknown cannot be projected as they are dependent on PCS moves (customer request).
Price Evaluation Weighting
For purposes of determining the lowest-priced offeror, will the government evaluate pricing solely on the sum of all CLIN unit prices as listed in the bid schedule? If no changes are made to current figures in "Est Qty" and "EST Cwt" in the bid schedule, will the combined totals on row 131 of the bid schedule spreadsheet for the base year plus four additional option years constitute the total contract bid price? The Government will evaluate the sum of the five (5) ordering periods that populates in cell G10 on the Summary Tab. Price will also be evaluated for reasonableness in accordance with FAR 13.106-3.
Daily Capacity Requirement
Many DPM solicitations establish a daily workload threshold or a minimum level of capacity which, if met, is deemed to fulfill the contractor’s capacity requirement for that day (e.g., 20,000 lbs serviced per day). Can you define the minimum daily capacity the contractor must be prepared to provide under this contract in order to be considered compliant? Please see the attachemnt labeled "Estimated Quanity Attachment" as the Government has provided a minimum and maximum daily capacity. Within this document, vendors are required to fill out their section as part of their bid.
Minimum Lead Time
What is the minimum amount of lead time, in Government Business Days (GBDs), that will be provided prior to requiring service to commence?Orders will be issued as they are submitted by the customers. Completion date will be determined by the customer but shall be completed within 1 day for Schedule I and 3 days for schedule II.
