About this file

This Limited-Sources Justification document is for a 3-month contract extension for the National Geospatial-Intelligence Agency (NGA) from 12/23/2025 to 03/22/2026, valued at $649,286.24. The extension is for the IPF Staff Support task order (HM047621F0272) currently held by Compass, Inc., which provides Information Technology (IT), Foundation GEOINT Subject Matter Expert, and program management support. The extension is necessary due to delays in the follow-on Mapping, Charting & Geodesy (MC&G) Staff Support contract evaluation, caused by an unprecedented 2025 US Federal Government shutdown.

The contract requires 2 required positions for FG Chief of Staff Support and 5 optional positions including Cloud Subject Matter Expert, FG Subject Matter Experts, System Transition & Integration Specialist, and Cost Estimator. Compass, Inc. is identified as the only viable contractor due to their existing OCI-cleared staff with TS/SCI security clearances. The extension is being conducted under the Multiple-Award Schedule Program through GSA's Federal Supply Schedule contract GS35F300GA, maintaining the original fair opportunity and competitive pricing structure while ensuring continuity of mission-critical support.

LIMITED-SOURCES JUSTIFICATION

PURSUANT TO FAR 8.405-6(c) FOR ORDERS OR BPAS WITH AN

ESTIMATED VALUE EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

FAR 8.4 Limited-Sources Justification exceeding SAT, v6.0, 09/10/2024 1 | P a g e

CONTROL NUMBER: JA-FY26-003

THIS ACQUISITION IS CONDUCTED UNDER THE AUTHORITY OF THE MULTIPLE-AWARD SCHEDULE PROGRAM

(41 U.S.C. 152(3), COMPETITIVE PROCEDURES, AND 40 U.S.C. 501, SERVICES FOR EXECUTIVE AGENCIES).

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

National Geospatial-Intelligence Agency / Office of Contract Services

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This justification is for a 3-month extension to the IPF Staff Support task order (HM047621F0272), originally awarded to Compass, Inc.

The IPF Staff Support task order provides Information Technology (IT), Foundation GEOINT (FG) Subject

Matter Expert (SME), and program management support to the NGA Foundation GEOINT Integrated

Program Office (IPF). IPF Staff Support was originally competed on the General Services Administration

(GSA) Information Technology (IT) Schedule 70 as a Small Business Set-Aside Fair Opportunity, with award made to Compass on 19 September 2019. The IPF Staff Support task order was awarded against the GSA’s Federal Supply Schedule (FSS) contract number GS35F300GA as a Time & Material (T&M) contract. The Period of Performance (PoP) for the current task order is from 23 September 2019 to 22

December 2025.

This justification is to extend the PoP to end on 22 March 2026 under the same terms and conditions of the GS35F300GA underlying GSA schedule contract and the current HM047621F0272 NGA task order.

This extension action is necessary to complete the ongoing recompete of the staff support requirement as a follow-on contract known as Mapping, Charting & Geodesy (MC&G) Staff Support. The MC&G

Program Executive Office (PEO) will be the successor organization for the reorganized Foundation

GEOINT Integrated Program Office. The follow-on recompete is currently undergoing quotation evaluation and source selection / contract negotiations. Due to the unprecedently lengthy 2025 shutdown of the US Federal Government (from 01 October 2025 – 12 November 2025), the timely completion of the quotation evaluations for the MC&G Staff Support follow-on contract was not able to be completed as scheduled. As the follow-on contract is delayed, and continued systems and integration engineering, program management support, and SME support to the MC&G office remains necessary for the daily operations of the office’s support of mission-essential functions, there is an urgent and compelling need to extend the current contract to prevent a lapse in service. The extension is expected to provide the necessary time to complete the competitive solicitation and award of the

MC&G follow-on contract without an unacceptable delay in service.

3. ESTIMATED VALUE AND PERIOD OF PERFORMANCE OR PROJECTED DELIVERY SCHEDULE.

a. ESTIMATED VALUE: $649,286.24

FAR 8.4 Limited-Sources Justification exceeding SAT

FAR 8.4 Limited-Sources Justification exceeding SAT, v6.0, 09/10/2024 2 | P a g e

b. PERIOD OF PERFORMANCE, INCLUDING ALL OPTION PERIODS, OR PROJECTED DELIVERY SCHEDULE:

12/23/2025 – 03/22/2026

4. IDENTIFICATION OF THE AUTHORITY AND CIRCUMSTANCE THAT JUSTIFIES LIMITING THE SOURCE.

FAR 8.405-6(a)(1)(i)(A) -- An urgent and compelling need exists, and following the procedures would result in unacceptable delays.

5. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS.

The Government requires a continuation of the staff support from Option Period 9 into the 3-month extension, as follows:

REQUIRED NUMBER OF POSITIONS

FG Chief of Staff Support 2

TOTAL FOR REQUIRED 2

OPTIONAL

Cloud Subject Matter Expert 1

FG Subject Matter Expert #2 1

FG System Transition & Integration Specialist 1

Cost Estimator 1

FG3D Subject Matter Expert 1

TOTAL FOR OPTIONAL 5

6. DEMONSTRATION OF THE CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED

SUPPLY OR SERVICE THAT REQUIRES USE OF THE AUTHORITY CITED.

The extension can only be completed by the incumbent contractor, Compass, Inc., without a break in service. Compass, Inc. is the only known source in sufficient quantities for OCI-cleared staff with the necessary TS/SCI security clearances and skills/experience/knowledge required to execute the tasks required in the SOW within the short period of performance specified. To compete and award a new contract and on-board a different contractor for the bridge period would require acquisition and transition tasks and knowledge transfer that is not possible within the time-frame available.

7. CONTRACTING OFFICER DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE

CONSISTENT WITH 8.404(d).

The order prevents a disruption in service at rates that were previously found to be fair and reasonable, as reviewed by the GSA contracting officer and the NGA contracting officer that awarded the base contract with options. The price lists used to price the orders were subject to competition and publicly published for review. The original solicitation that established the task order pricing was awarded through fair opportunity procedures that allowed for price competition. The CO is currently competing

FAR 8.4 Limited-Sources Justification exceeding SAT, v6.0, 09/10/2024 3 | P a g e a multi-year follow-on to the expiring contract, so interrupting that progress to compete a 3-month bridge contract would be administratively costly, likely inexecutable, and not in the Government’s best interests. The extension represents the best value to meet this short-term need while the follow-on competition is executed.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE

RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

The MC&G RFI that was issued on 20 December 2024 resulted in 15 responses from industry. While there is expected competition for the follow-on, it was not apparent that a vendor other than the incumbent would be able to perform in the 3-month extension without some transition period that would result in a lapse in support, while performing at the contracted price.

9. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

While there is no expected duplication in cost in work product due to the nature of the work performed on a staff support contract, the cost and loss of service in the transition period that is expected in a switch of contractors would be unacceptable for a 3-month Period of Performance.

10. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY

BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION

FOR THE SUPPLIES OR SERVICES IS MADE.

The extension is for the purposes of completing an on-going recompete of the requirements to a pool of small-business vendors via GSA eBuy. The extension is necessary due to the delay in the evaluation of quotations due to the 2025 Government shutdown.

11. APPROVING OFFICIAL DETERMINATION OF THE CIRCUMSTANCE THAT APPLIES UNDER FAR 8.405-

6(a)(1).

I, acting as the Contracting Officer, have determined that limiting sources to fewer than those required by FAR 8.405-2, pursuant to the authority of 41 U.S.C. 152(3), is justified based on the following circumstance: FAR 8.405-6(a)(1)(i)(A) -- An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
