About this file

This document is a Request for Quote (RFQ) Question Responses for Executive Ride Services provided by the Federal Trade Commission (FTC).

The solicitation covers dedicated executive ride services requiring a 6-passenger SUV with operator/driver and dispatch support for 8-hour days (9:00 AM–6:00 PM) on all federal workdays at FTC Headquarters located at 600 Pennsylvania Avenue, NW, Washington DC 20580. CLIN 0001 requires a single firm-fixed price that includes all associated costs: vehicle, driver, dispatch, insurance, fuel, and maintenance. Pricing is for a dedicated vehicle on-call during specified hours with no compensation for deadhead travel when pickups occur at locations other than the primary address. A separate Time and Material CLIN with an hourly rate will be awarded for non-routine, surge, ad hoc, or overtime services that may occur outside core hours, with the FTC providing minimum 72-hour notice for surge requirements. The service vehicle will be housed free of charge in the FTC headquarters secured garage during non-driving hours, and the FTC will provide approved signage and communication devices (mobile phones). The contract is for one year of base service with no option years, though FAR clause 52.217-8 will permit government extension for a maximum of 6 additional months. Key requirements include vehicle compliance with a 7-foot garage height restriction, driver/dispatcher security pre-screening forms submitted within 15 days of award, a clean driving record based on the current license period, and contractor submission of a Transition-In Plan (excluded from the 10-page technical volume limit). The anticipated contract start date is on or before May 29, 2026.

10. RFQ §7.1 / CLIN 0001: The pricing schedule requests a single firm-fixed price for CLIN 0001 covering SUV with operator/driver and dispatch support for 8-hour days on all federal workdays. Should offerors include all associated costs, including vehicle, driver, dispatch, insurance, fuel, and maintenance, within the single line-item rate, or should these be broken out separately?

Response: Yes. Your quote shall cover all costs associated with service in one firm-fixed price.

11. RFQ §7.1 / PWS §3.2.4: The solicitation references non-routine, surge, and ad hoc services that may occur outside core hours (9:00 AM–6:00 PM) or require multiple/larger vehicles. Should pricing for surge services be included in CLIN 0001 as a contingency, or will FTC issue separate task orders or modifications for surge support?

Response: No, these non-routine, surge, ad hoc, or overtime services will be separate.

Please quote an hourly rate for them. This will be awarded under a Time and Material CLIN with an hourly rate.

12. PWS §3.2.2: The PWS states that trips outside established hours may be necessary with at least 4 hours’ notice. Can FTC confirm whether extended hours will be directed by the COR on a case-by-case basis, and whether any resulting overtime costs must be included in the CLIN 0001 firm-fixed price?

Response. Yes, these services will be directed by the COR or other designated FTC POC.

These costs will be paid via a separate CLIN with a set hourly rate.

13. PWS §2.2 / §6.2: The PWS indicates the vehicle will be housed in the FTC Headquarters secured garage during non-driving hours. Will FTC provide garage parking at no cost to the contractor, or is the contractor responsible for parking and garage fees?

Response: Parking for the service vehicle is free of charge. The service vehicle can be parked in the FTC headquarters garage when not on a service run. The service vehicle can be removed at the end of a daily shift, or can be left overnight in the FTC garage free of charge.

14. PWS §2.2: PWS requires FTC-approved signage on the front dashboard/windshield, side, and back of the vehicle that does not identify the vehicle as an FTC asset. Will FTC provide an approved signage template or language, or is the contractor expected to propose signage language for FTC approval?

Response: Yes, the FTC can provide approved signage for the service vehicle.

15. PWS §2.2 / FTC Clause 1152.204-90: The clause requires pre-screening security forms to be submitted no less than 15 business days prior to contract start. Given an anticipated start date on or before May 29, 2026, can FTC confirm the final expected award date to allow proper planning of the security vetting timeline for the driver and dispatcher?

Response: The FTC desires service to start as soon as possible. However, we will allow for 15 days after notice of award for submitting the pre-screening security forms.

16. FTC Clause 1152.204-90: The clause states that contractor orientation takes place on Wednesdays only. Can FTC confirm which Wednesday would be the earliest available for contractor orientation, and whether any administrative duties may begin prior to completion of orientation?

Response: The FTC will make sure time is available to submit prior to initial contract start or make concessions to start, including the personnel screening period.

17. PWS §4.2: The PWS requires all vehicle operators to have a driving record without traffic citations or other vehicular-related convictions. Does this standard apply to all historical violations, or is there a lookback period, such as 3 or 5 years?

Response: Current License Period.

18. PWS §2.2 / §3.2.4: For surge or ad hoc requests requiring additional vehicles, the PWS states the contractor shall provide them within 3 business days. Can FTC clarify whether these additional surge vehicles must meet all the same vehicle requirements, such as 6-passenger SUV and no more than 5 years old, or whether alternative vehicle types would be acceptable for surge scenarios?

Response: The FTC will provide a minimum of 72 hours (3 days) notice that a surge requirement is needed, allowing the contractor to plan and coordinate. The vehicle type may be the same, but could also require the need for a larger vehicle.

19. RFQ §6.3 / PWS §3.2.1: The solicitation requires a Transition-In Plan to be submitted with the proposal. Should the Transition-In Plan be included within the 10-page technical volume limit, or is it excluded from the page count, similar to resumes, transmittal letters, and executive summaries?

Response: The Transition-In plan can be excluded from this page count.

20. PWS §2.2: The PWS requires the contractor to issue FTC communication devices, such as mobile phones, to vehicle operators for coordination of transportation operations. Can FTC clarify whether these devices will be provided by FTC, or whether the contractor must procure and provide them and include that cost in CLIN 0001 pricing?

Response: FTC communication devices, such as mobile phones, will be issued by the FTC.

21. RFQ §5.0 / PWS §6.1: The RFQ states this solicitation is for one year of service with no options, yet the Limitation of Funds clause includes a Funding Status Recap table with Base CLIN 0001, Option 1 CLIN 0002, Option 2 CLIN 0003, and Option 3 CLIN 0004. Can

FTC confirm whether this is a one-year base contract with no option periods, and clarify whether the option CLINs in the funding table were included in error?
