Summary
This document contains Project Special Provisions that modify the Colorado Department of Transportation (CDOT) Standard Specifications for the City of Wheat Ridge's Lakemont Center Drainage Improvements project. The special provisions revise definitions and terms to reflect City governance, with the Public Works Director replacing the CDOT Resident Engineer as the responsible authority. The base bid scope includes removal and replacement of approximately 13 linear feet of 12-inch HDPE pipe, installation of a 48-inch diameter manhole, bypass pumping and dewatering operations, cleaning and camera inspection of 4-inch, 8-inch, and 12-inch HDPE storm pipes, minor landscaping, asphalt and sidewalk replacement, curb and gutter work, concrete rundowns, sidewalk chases, and erosion control measures. Bid alternates are available for single spot pipe repairs and cured-in-place pipe (CIPP) lining. The project completion time is 30 calendar days from the Notice to Proceed. A mandatory pre-bid meeting is scheduled for November 4, 2025, at 2:00 pm, with bid submissions due November 20, 2025, at 2:00 pm Mountain Time.
The special provisions establish specific technical requirements for clearing and grubbing (including tree removal with stumps ground 24 inches below subgrade), structure removal, excavation and embankment, erosion control, dewatering, and utility coordination. Payment terms include lump sum items for dewatering, bypass pumping systems, traffic control management, and various unit-price pay items for earthwork, HMA patching, pipe cleaning and camera work, sidewalk features, and CIPP lining measured by linear feet. The Contractor must coordinate with eleven identified utility companies including Comcast, Xcel Energy, RTD, Valley Water District, and others, providing minimum two-week advance notice before work in utility areas. All costs for utility coordination, traffic control, erosion control, and incidental work are included in the bid prices unless specifically identified as separate pay items. The contract requires submission of a 5% bid bond, compliance with the Keep Jobs in Colorado Act (80% Colorado labor), and adherence to CDOT 2021 Standard Specifications with City-specific modifications. Retainage of 5% will be held until final project completion.

SECTION 218
WATER DIVERSION MANAGEMENT PLAN
Section 208 of the CDOT Standard Specifications is hereby added for this project as follows:
218.01 The Contractor shall divert existing flows from pipes to be replaced in a safe and efficient manner throughout the construction and acceptance of the new pipes. This includes the perforated pipe running from north to south through the hillside parallel.
218.02 The flow rate of the pipe is unknown. The perforated pipe collects groundwater from the hillside and conveys it south to an manhole in I-70 Frontage Road. The manhole typically shows a minimal inflow from the pipe, though it is believed that it is currently blocked.
The bypass pumping system for the pipe must be operation for the duration of Contractor work to replace the associated pipe. It is anticipated that the pipe replacement can be completed in 2 weeks, but it is the Contractor’s responsibility to determine this duration.
The bypass pumping system shall have a minimal effect on the day-to-day operations of the adjacent businesses. Any pipes or hoses laid across drive lanes will require a pipe and utility crossing “bridge” suitable to maintain vehicular access, including delivery trucks, to the business park.
MATERIALS
218.02 Materials used to execute bypass pumping shall be determined by the Contractor.
CONSTRUCTION REQUIREMENTS
218.03 The Contractor is to prepare a written “Water Diversion Management Plan” describing their approach to be reviewed by the City and the business park prior to beginning any work on the storm pipe. The Water Diversion Management Plan shall include:
(a) Description of the means and methods the Contractor intends to use to accomplish bypassing water in the pipe until the time the new pipe is connected and accepted. This shall include the details for the line plug including materials, installation, and removal.
(b) Identification and description of the bypass contingency system means and methods with verification that its capacity is adequate to transfer the flow for the duration specified.
(c) A written, detailed “Emergency Response Plan” identifying how the Contractor will respond, what actions will be taken, within what timeframe, clean-up and restoration plan, and communication plan should – for whatever reasons – water escape the work zone. The plan must acknowledge that the Contractor is solely responsible for any and all clean up and/or remediation costs and damages that ensue from a failure of the Contractor to protect the water diversion during construction and contain the water within the storm line or manholes.
The Water Diversion Management Plan must be submitted to the City for review at least 30 calendar days prior to the Contractor commencing work on or around the storm line. The City and the business park must review and accept the Contractor’s Water Diversion Management Plan prior to the Contractor beginning any work on the storm replacement.
Review and acceptance of the Water Diversion Management Plan does not alleviate the responsibility of the Contractor to perform the work in a safe, controlled, and clean manner that minimizes impact to the current water flow to the extent possible.

Note: Gradations for mixes with a nominal maximum aggregate size of one-inch or larger are considered a coarse gradation if they pass below the maximum density line at the #4 screen.
Gradations for mixes with a nominal maximum aggregate size of 3/4” to 3/8” are considered a coarse gradation if they pass below the maximum density line at the #8 screen.
Gradations for mixes with a nominal maximum aggregate size of #4 or smaller are considered a coarse gradation if they pass below the maximum density line at the #16 screen.
*Fractured face requirements for SF may be waived by RME depending on project conditions.
All mix designs shall be run with a gyratory compaction angle of 1.25 degrees and properties must satisfy Table 403-1. Form 43 will establish construction targets for Asphalt Cement and all mix properties at Air Voids up to
1.0 percent below the mix design optimum. CDOT will establish the production asphalt cement and volumetric targets based on the Contractor’s mix design and the relationships shown between the hot mix asphalt mixture volumetric properties and asphalt cement contents on the Form 429. CDOT may select a different AC content other than the one shown at optimum on the Contractor’s mix design in order to establish the production targets as contained on the Form 43. Historically, Air Voids adjustments typically result in asphalt cement increases from 0.1 to 0.5 percent. Contractors bidding the project should anticipate this change and factor it into their unit price bid.

** Interpolate specified VMA values for design air voids between those listed.
*** Extrapolate specified VMA values for production air voids beyond those listed.
The Contractor shall prepare a quality control plan outlining the steps taken to minimize segregation of HMA.
This plan shall be submitted to the Engineer and approved prior to beginning the paving operations. When the Engineer determines that segregation is unacceptable, the paving shall stop and the cause of segregation shall be corrected before paving operations will be allowed to resume.
CDOT approved Warm Mix Asphalt (WMA) may be allowed on this project in accordance with CP 59. WMA mixes shall utilize additives from the CDOT Approved Products List (APL). Unique requirements for WMA design, production and acceptance testing as documented during CDOT WMA approval shall be submitted and approved prior to creation of the Form 43 and before any WMA production on the project. Delays to the project due to WMA submittal and review will be considered within the Contractor’s control and will be non-excusable.
Patching shall be to the depth of the surrounding existing pavement, or as directed by the Engineer. Hot mix asphalt for patching shall conform to the gradation requirements of either HMA (Grading SX) or HMA (Grading S), per the Engineer’s direction.
A minimum of 1 percent hydrated lime by weight of the combined aggregate shall be added to the aggregate for all hot mix asphalt.
In Subsection 403.03, delete the second paragraph and replace with the following:
Areas to be patched back shall be saw cut, unless alternative methods of cutting which produce straight lines and vertical cuts are approved by the Engineer. Limits of cutting shall be as specified on the plans or as directed by the Engineer. Jagged edges are unacceptable and shall be replaced at the Contractors expense.
Prior to placement of the patch, all exposed sides of the existing pavement shall be thoroughly coated with tack. Hot mix asphalt shall then be placed and compacted in succeeding layers not to exceed 4 inches in depth.
All materials excavated from the patch area shall become the property of the Contractor and hauled from the site.
The Contractor shall construct the work such that all roadway pavement placed prior to the time paving operations end for the year, shall be completed to the full thickness required by the plans. The Contractor's Progress Schedule shall show the methods to be used to comply with this requirement.
Delete subsection 403.05 and replace with the following:
403.05 The accepted quantities of hot mix asphalt will be paid for in accordance with subsection 401.22, at the contract unit price per ton for the bituminous mixture.
Payment will be made under:
Pay Item Pay Unit
Hot Mix Asphalt (Grading SX)(75)(PG 64-22) Ton
Hot Mix Asphalt (Grading S)(75)(PG 64-22) Ton
Hot Mix Asphalt (Patching)(Asphalt) Ton
Aggregate, asphalt recycling agent, asphalt cement, additives, hydrated lime, and all other work and materials necessary to complete each hot mix asphalt item will not be paid for separately, but shall be included in the unit price bid. When the pay item includes the PG binder grade, any change to the submitted mix design optimum asphalt cement content to establish production targets on the Form 43 will not be measured and paid for separately, but shall be included in the work. No additional compensation will be considered or paid for any additional asphalt cement, plant modifications and additional personnel required to produce the HMA as a result in a change to the mix design asphalt cement content.
Historically, typical asphalt cement increases reflected on the Form 43 are from 0.1 to 0.5 percent. However, the Contractor should anticipate the AC increases typical of his mixes. Contractors bidding the project should anticipate this change and factor it into their unit price bid.
When the pay item does not include the PG binder grade, asphalt cement will be measured and paid for in accordance with Section 411. Asphalt cement used in Hot Mix Asphalt (Patching) will not be measured and paid for separately, but shall be included in the work.
Excavation, preparation, and tack coat of areas to be patched will not be measured and paid for separately, but shall be included in the work.
REVISION OF SECTION 603
