STATEMENT OF WORK
FOR
SAF/GC
Continuing Legal Education Services

1. DESCRIPTION OF SERVICES
1.1. General
1.1.1. The Headquarters United States Air Force Director of Air Force Office of the
General Counsel, SAF/GC, is responsible for empowering the Department of the
Air Force to fly, fight, and win through principled legal counsel, effective advocacy, and creative problem solving.
1.2. Scope
1.2.1. The Contractor shall ensure a continuing legal education (CLE) provision and tracking service that offers thousands of either live or on-demand programs, so
SAF/GC attorneys can earn CLE credits in the various practice areas for professional development and as required by their state/territory bar associations.
SAF/GC will provide the list of up to 80 users and have an optional CLIN for 20 additional users on standby to use as needed.
1.3. Background
1.3.1. The SAF/GC mission is to empower the Department of the Air Force to fly, fight, and win through principled legal counsel, effective advocacy, and creative problem solving. This specific contract requirement includes the establishment and support of maintaining an active bar license of SAF/GC attorneys. This system will allow
SAF/GC attorneys to receive the required certifications to meet this requirement.
2. REQUIREMENTS
2.1. The Contractor shall provide unlimited subscription service to a CLE provision and tracking service that offers thousands of current live and on-demand programs, so
SAF/GC attorneys can earn CLE credits in various practice areas needed for professional development and as required by their state/territory bar associations. The training courses should be current with the latest developments in the law, enhance legal skills, and be approved for CLE credit in all 50 states and U.S. territories. Courses should be taught by known entities and able to be completed on mobile devices or desktops. This training should ensure Air Force legal professionals have the knowledge/resources they need to effectively serve the service needs and maintain active membership in their state/territory bars. Training needs to be tracked so it can be submitted back to state/territory bar associations for SAF/GC attorneys to receive CLE credit.
3. PERIOD OF PERFORMANCE
3.1. The initial period of performance will be a base year, with 4 option years that may be exercised thereafter.
4. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, MATERIAL,
INFOMRATION, OR SERVICES
4.1.1. Government Furnished Property, Equipment, Material, Information, or Services.
The Government will not furnish property or services for this requirement.
4.1.2. Contractor Acquired Property. The contractor will not be required to acquire any property.
5. GENERAL INFORMATION
5.1. Freedom of Information Act (FOIA). All official Government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF
Supplement). Any request received by the Contractor for access/release of information from these records to the public (including Government/Contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the Contracting Officer for forwarding to the FOIA Monitor, Justin Marby, justin.marby@us.af.mil to ensure proper processing and compliance with the Act.
5.2. Controlled Unclassified Information (CUI). All DoD CUI must be controlled until authorized for public release in accordance with DoD Instructions (DoDIs) 5230.09, 5230.29, and 5400.04, or DoD Manual (DoDM) 5400.07. These regulations set policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding of CUI material.
5.3. Privacy Act. Work on this contract may require that personnel have access to information protected by the Privacy Act. Contractor personnel shall adhere to the
Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations when handling such information.
5.4. Records. All records created and received by the Contractor in the performance of this contract shall be maintained and readily accessible. Records shall remain the property of the Government.
5.5. Project Policy. The Contractor shall comply with all industry standards. All work shall be done in accordance with all federal, local, and state laws and regulations.
5.6. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to
DoDD 5500-7, Joint Ethics Regulation.
