About this file

This is a Request for Information (RFI) issued by the Defense Health Agency Contracting Activity (DHACA) seeking innovative solutions for developing a Cost Analysis Requirements Description (CARD) for the DOD Healthcare Management System Modernization (DHMSM) program. The RFI targets potential sources that can provide innovative approaches to develop a CARD for the MHS GENESIS electronic health record system, with the government potentially using an Other Transaction Authority agreement for procurement.

Interested companies must submit a two-page response by July 24, 2025, at 5:00 PM ET to specified email contacts. The RFI requests detailed company information including business size, contract vehicles, and non-traditional defense contractor status. Respondents should provide information on innovative capabilities for CARD development (with technological and AI-based solutions encouraged), relevant past performance on similar federal contracts in the last two years, and the NAICS code of 541330 (Engineering Services), with an option to suggest a more suitable classification. The response is purely for market research and does not guarantee future contract opportunities.
