About this file
This document is a Request for Information (RFI) from the National Geospatial-Intelligence Agency (NGA) seeking industry input on a future contract to maintain and modernize software for two legacy IT systems: The Globe and GEOINT Search and Retrieval (GSR). The contract is anticipated to be a 5-year effort (base plus 4 option years) with an estimated start date of May 2027, consolidating two previous contracts (Agile Web Presence II and Yorktown II). The work will involve technical expertise for maintaining, developing, implementing, sustaining, and modernizing mission-critical software systems across multiple security domains.
Interested contractors are required to submit a 6-page white paper by 5:00 pm ET on June 26, 2025, via email to Erika Hessler. The RFI includes specific vendor questions about DevOps integration, Continuous Integration/Continuous Delivery, Artificial Intelligence implementation, user interface improvements, development environment, security domain access, and performance measurement. The document emphasizes that this is an information-gathering exercise only, and responding does not guarantee future contract opportunities. Potential contractors will need to demonstrate capabilities across software maintenance, security clearance requirements (including TS/SCI clearances), and potential work across NGANet, SECNet, SBUNet, and Stone Ghost domains.

1. How would you integrate the currently separate operations and sustainment teams into one DevOps team during the transition periods that can manage all operations and sustainment activities?
2. What is your plan for achieving Continuous Integration/Continuous Delivery of software code to meet the goals within the NGA Software Way (see attachment)?
3. How would you implement various Artificial Intelligence (AI) User and/or Administrator assisted activities. Including, but not limited to, AI assisted search, AI recommended (“did you mean?”) search, ChatBot self help, and AI assisted document curation?
4. How would you provide a feedback and implementation method for User Interface/User Experience needs within the software development process?
Example: Some Globe users find the interface confusing and overwhelming; how might you improve the user experience to incorporate a more dynamic interface with a reduction in reliance on human in the loop curation that includes “crisis” pages and “special topics”?
5. Do you have a corporate unclassified development environment available? Is there a plan to incorporate unclassified software developers on this program?
What percent cleared versus uncleared personnel resources do you propose for this effort?
6. Do you currently have access to all 4 security domains (NGANet, Stone Ghost, SECNet, and SBUNet) required by this contract? Do you currently have NGA IT equipment (computers and monitors) necessary for this contract?
7. What is your plan for surge support if a Request for Change (RFC) is received and additional temporary support is needed by the government?
