The contractor must develop and execute an innovative reading comprehension and speed improvement course at multiple locations including Fort Leavenworth, Fort Belvoir, and Redstone Arsenal, delivering up to 24 total classes annually. Key performance requirements include ensuring students achieve a 50% increase in reading speed and comprehension, conducting pre- and post-instruction assessments, providing end-of-course surveys, offering follow-on resources, and reporting sub-standard student performance.
The contract includes specific tasks such as developing an eight-hour reading program, conducting classes across different modalities (12 resident, 4 train-the-back-module, 8 satellite), creating comprehensive student assessments submitted within 24 hours of class completion, and implementing end-of-class student surveys. The government will review deliverables within three business days, with no response constituting acceptance. Performance will be evaluated through objective Contractor Performance Assessment Reporting System (CPARS) ratings, and the government reserves the right to conduct compliance surveillance beyond the outlined performance objectives.
