About this file

Addendum 1 for RFP 2025-UTL-004 is issued by the City of Newport, Rhode Island Department of Utilities, addressing two vendor questions regarding a water supplies procurement. The addendum clarifies critical technical specifications, specifically addressing concerns about meter gaskets and bidding procedures. The document emphasizes that all tools, equipment, and materials must meet or exceed industry standards established by organizations like AWWA, ANSI, and ASTM, with a particular focus on NSF/ANSI 61 certification for drinking water components. The procurement allows vendors to bid on specific items rather than requiring a comprehensive bid for the entire project.

The addendum explicitly states that products not meeting regulatory requirements, such as leather gaskets that fail NSF 61 standards, will be deemed non-compliant and rejected. Vendors are encouraged to propose equivalent or substitute products, provided they can demonstrate equal or superior performance and compliance through supporting documentation. The bid will be awarded by individual item, enabling specialized manufacturers like gasket producers to participate in the procurement process. This approach provides flexibility for vendors while maintaining stringent quality and safety standards for water infrastructure materials.

RFP 2025-UTL-004

Addendum 1

RE: Answer to Questions:

Question 1: I was looking at the bid list for the water supplies and saw the meter gaskets are listed as leather. Leather water gaskets do not meet the state's requirements for NSF 61 materials for water distribution so we no longer carry them for your area. I would be happy to quote NSF 61 material neoprene rubber meter gaskets but I cannot quote leather gaskets.

Answer: All tools, equipment, and materials furnished under this contract shall meet or exceed applicable industry standards, including but not limited to those established by the American Water Works Association (AWWA), the American National Standards Institute (ANSI), the American Society for Testing and Materials (ASTM), and other recognized standards organizations as relevant to the item. The most recent revisions of these standards shall apply.

It is the sole responsibility of the vendor to ensure that all products submitted for approval and use comply fully with these specifications and standards. Products that do not meet regulatory requirements—such as NSF/ANSI 61 certification for drinking water components—shall not be submitted for consideration. For example, leather gaskets that fail to meet applicable NSF 61 standards or any equivalent health and safety criteria shall be deemed non-compliant.

Vendors are encouraged to highlight any equivalent or substitute products for consideration, provided supporting documentation clearly demonstrates equal or superior performance, safety, and compliance. However, no substitutions shall be accepted for specified items where “no substitutions” is explicitly stated

Question 2: I didn't see is this bid allowed in parts or do you want one supplier for all? We only manufacture gaskets is why I ask.

Answer: The award is done by Item, so you are allowed to bid just in part.
