About this file

This file contains a Sole Source Notice from the Oregon Department of Forestry (ODF) for hydrography data and stream mapping services. The ODF intends to award a sole source contract to Terrainworks for the development of a reach-based streamflow permanence predictive model for Oregon streams. The project continues work initiated in 2023 in support of the Private Forest Accord and involves developing flow models on statewide hydrography linework previously created by Terrainworks. The contractor will provide flow permanence predictions for stream segments identified as Forest Practice Act-sized small streams across six HUC-8 watersheds, with potential expansion to additional watersheds pending mutual agreement. The model must predict both perennial versus seasonal flow status at the reach scale and identify the upper-most point of perenniality on perennial streams, while providing confidence measures for all predictions. The ODF intends to proceed under authority granted in OAR 125-247-0275, with a protest deadline of September 12, 2025 at 2:00 PM PT.

Prospective protestors challenging the sole source determination must submit detailed descriptions demonstrating their capability to accomplish the proposed work using identical methods and previous data as described in the solicitation. Protests must be emailed to Burke Mayer, Procurement Unit at burke.mayer@odf.oregon.gov, with the solicitation number S-62900-00014844 included in the subject line. The ODF has determined that Terrainworks is the only source capable of completing this work due to their exclusive knowledge of the data processing methodology, flow model application, and hydrography development process developed under the previous legislative-authorized contract. The streamflow permanence predictions are required to be published by rule no later than the end of the next calendar year to support continued implementation of forest practice rules.

Solicitation Notice Number: S-62900-00014844

The Oregon Department of Forestry (ODF) intends to enter into a sole source contract with Terrainworks for hydrography data and stream mapping that is currently in use by department as the authoritative GIS layer.

ODF’s research has led it to believe that Terrainworks is the only source capable of completing this project using data they have processed under a previous contract authorized by the Oregon Legislature, in support of the Private Forest Accord. This project continues the work on the hydrography data that began in 2023 and will continue supporting the implementation of the Private Forest Accord and associated Forest Practice rules. As Terrainworks has been the sole source and contractor in all previous hydrography mapping and stream classification is use, they are intimately knowledgeable of the development and process needed to apply a flow model that provides accurate predictions on this stream network. ODF is not aware of any other sources with this knowledge or expertise to complete the required flow modeling on the current hydrography data.

Terrainworks would continue to provide support for the hydrography data along with supporting other projects in the Forest Resources division, including the draft Habitat Conservation Plan.

The flow modeling work proposed in this contract is vital to support the continued implementation of the forest practice rules and the next phase of implementation of the Private Forest Accord. The flow modeling and the predictive outputs are required to be published by rule no later than the end of the next calendar year. The intensity, design, and spatial extent of the Forest Inventory and Analysis (FIA) data sets provide a novel opportunity to begin quantifying the effect of climate change on the rate of growth and mortality on tree species within a 10-year monitoring interval.

Terrainworks will develop a reach-based streamflow permanence predictive model for Oregon streams on the statewide hydrography linework developed and provided by TerrainWorks in May of 2023 and updated/maintained by the Agency since delivered. The flow permanence model outputs will need to be developed on the most recent version of the Statewide Flow Line hydrography (geodatabase) as completed previously by Terrainworks and delivered to the state.

The model predictions should be based on approved streamflow permanence observation datasets associated with FPA survey requirements on private timber lands and state forests as provided by the ODF. Model predictions shall be completed on stream segments that are identified as FPA size small (less than 2 cubic feet per second) on the Statewide Flow data.

The model needs to predict both flow permanence status (perennial vs seasonal) at the reach scale on the specified stream types and the upper-most point of perenniality on streams identified as perennial (based on the transition point from perennial to seasonal) based on the parameters provided by ODF. The model outputs should also provide a measure of confidence for each of the predicted status values and the upper extent of perennial transition point.

Contractor will initially provide the flow prediction outputs for each of the 6 identified HUC-8 watersheds for the State to review and analyze the performance of the flow predictions.

Providing the flow prediction outputs as required in the initial work for additional watersheds may be added to the contract once mutually agreed upon.
