About this file

This is a grant application template for the FY2025 State Damage Prevention (SDP) Grant program (NOFO #693JK325NF0006) administered by the Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA). The template requires applicants to address nine core elements: effective communications, comprehensive stakeholder support, operator internal performance measurement, effective employee training, public education, dispute resolution, enforcement, technology, and damage prevention program review.

The template instructs applicants to provide detailed information about existing state-wide initiatives and proposed project enhancements for each element, including measurable results and deliverables from any previous grant funding. Applicants must submit a signed application through Grants.gov, including a project abstract, descriptions of legislative/regulatory actions taken in the past five years, and a detailed budget breakdown covering personnel, fringe benefits, travel, equipment, supplies, contractual services, and indirect costs. The program aims to reduce underground pipeline damage through enforcement, outreach, and education, with PHMSA having awarded over $23.5 million to more than 40 state-designated entities since 2008.
