This document is a pre-bid conference agenda for the Oregon Department of Aviation's (ODAV) 2025 Pavement Maintenance Program (PMP) covering Region 1 Towered Airports and Region 4 Eastern Airports. The voluntary pre-bid meeting was held on July 1st, 2025, at 10:00 AM, with bids due on July 15th, 2025, at 2:00 PM. The project scope involves pavement maintenance activities at multiple airports, including Hillsboro, McNary Field, Troutdale, Baker City Municipal, Grant County Regional, Joseph State, and La Grande/Union County airports. Work includes crack repair/sealing in asphalt concrete pavements, partial and full-depth pavement patching, and runway, taxiway, and apron pavement markings. The contract periods differ by region, with Region 1 Towered Airports requiring project completion within 60 calendar days and Region 4 Eastern Airports within 55 calendar days after project start.
The project is fully funded through ODAV's PMP with estimated costs of $300,000-$350,000 for Region 1 Towered Airports and $200,000-$250,000 for Region 4 Eastern Airports. The award will be based on the lowest responsible and responsive bidder, with prevailing wages determined by the Bureau of Labor and Industries (BOLI). Liquidated damages are specified at $2,500 per day for Region 1 Towered Airports and $1,000 per day for Region 4 Eastern Airports. Contractors must prioritize airport safety and security, obtain necessary permits and locates, and comply with specific requirements including FOD prevention, security protocols, and scheduling constraints. The project emphasizes careful site management, with no work permitted without an engineer's project representative present and weekly schedule review meetings.
