The solicitation seeks a vendor to provide 1,650 Emergency Supply Kits over a five-year period, with 850 kits in the base year and 250 kits in each of the four option years. The kits must contain 26 specific items, including a red sling backpack with embroidery, various safety and survival equipment such as gloves, glow sticks, KN95 masks, a multitool, CPR instructions, batteries, water, emergency blankets, and a bleeding control kit.

The RFQ requires firm-fixed-pricing with F.O.B. destination shipping to Washington, DC, and quotes must be valid until July 31, 2025. Vendors must submit their response via email to Acquisitions@saa.senate.gov by 12:00 PM ET on May 26, 2025, with the subject line "ATTN: Charles Blalock, 2025-R-035". The SAA reserves the right to reject non-compliant quotes and to make ad-hoc purchases of individual kit components during the contract period. Vendors must indicate whether their quote is for open market or under a GSA Schedule/NASA SEWP, and provide unit pricing for each kit item across the base and option years.
