About this file

This document is a Statement of Work (SoW) for a sewage discharge piping removal and replacement project for the United States Coast Guard Cutter CHENA at the USACOE Service Base in St. Louis, Missouri. The project involves removing existing 3-inch cast iron discharge piping for two wastewater pumps in a 1,800-gallon sewage holding tank and replacing it with new in-kind or equivalent piping, valves, hardware, and gaskets. The solicitation is a small business set-aside with a project value between $25,000 and $100,000, using NAICS code 562991, and will result in a firm-fixed price construction contract awarded to the lowest price technically acceptable bidder.

Key requirements include obtaining a gas-free certification from a Marine Chemist, completing the work within 5 consecutive business days, disposing of removed materials in compliance with federal, state, and local regulations, and performing an operational test using municipal water discharge. Contractors must be actively registered in the System for Award Management (SAM), comply with EPA certifications, and adhere to safety and security protocols at the secured USCG Industrial Production Detachment facility. The project manager is DCC Joseph T. Medfisch, and quotes should be submitted to kala.m.lowe@uscg.mil, with a site visit recommended prior to bidding.

1.2. Description of Layout. The piping and valves to be replaced are located solely on one end of the holding tank and is accessible by manhole cover. Two wastewater discharge pumps connect to two separate legs of 3-inch diameter cast iron piping via a mounted slide rail system. The piping converges at the top of the hold tank and has a short horizontal run before it’s stepped up to a 4-inch diameter pipe and proceeds to travel through the shared side wall of an adjacent void. The discharge side of each leg contains its own dedicated inline check valve and eccentric plug valve, and the main run contains a gate valve used to drain the system back into the holding tank. All components are conjoined by four bolt 7 ½-inch flanged ends, with the exception of the 4-inch to 3-inch reducer, which steps up to eight bolt.
