About this file

This document is a Clarification No. 1 Questions and Answers document for the Port of Cascade Locks' Comprehensive Land Use and Real Estate Investment Plan Request for Proposals (RFP). The RFP was issued on May 20, 2025, with proposals due on June 19, 2025, by 5:00 PM PST. The document provides detailed responses to five questions from potential bidders, covering project budget, grant funding, property details, previous consulting work, and communication protocols. A non-mandatory pre-bid conference is scheduled for June 5, 2025, via Zoom, and interested parties must request the link by emailing gscholl@portofcascadelocks.gov before 11 AM PST on that date.

The project budget is $60,000, with a grant of $48,750 from Business Oregon supporting the initiative. The scope includes evaluating multiple Port-owned tax lots in Hood River County, with specific property tax lot numbers listed (14 parcels). The document indicates that properties not currently owned by the Port may also be part of the evaluation process. Potential bidders are directed to use the Hood River County GIS Map as a reference tool, and questions must be submitted via email no later than June 16, 2025, at 5:00 PM PST. The Port does not expect Moss Adams LLP, who prepared a previous Strategic Business Plan, to be involved in this current planning process except in the case of a successful proposal.
