About this file

This document is a Clarification No. 2 for a Request for Proposals (RFP) issued by the Port of Cascade Locks in Oregon, focused on developing a Comprehensive Land Use and Real Estate Investment Plan. The RFP was initially issued on May 20, 2025, with proposals due on June 19, 2025, by 5:00 PM PST, and is posted on OregonBuys Open Market Bid S-Q10049-00013933. The clarification addresses a specific question regarding the emphasis on residential properties within the project scope, with the document providing detailed guidance on how proposers should approach the evaluation of residential zone properties.

The Port seeks a broad, strategic assessment of its residential properties, focusing on near-term development opportunities and approaches that will yield the highest return on investment while aligning with the Port's strategic goals. The clarification emphasizes that the project has a limited scope and budget, and the Port does not expect a comprehensive community housing strategy. Instead, the desired outcome is a better understanding of the Residential zone properties, including potential disposition or development strategies based on current economic conditions. The Port, as the local economic development entity, views these properties as potentially suitable for workforce housing, though this is not explicitly defined in current Port policy.

Clarification No. 2: Questions and Answers Comprehensive Land Use and Real Estate Investment Plan

Port of Cascade Locks – Cascade Locks, Oregon Posted to OregonBuys Open Market Bid S-Q10049-00013933 on Wednesday, June 4, 2025

***All proposers must acknowledge receipt of Clariication No. 2 in your proposal.***

RFP Issued | May 20, 2025 Proposal Due | June 19, 2025 by 5:00PM PST

Questions received on June 9, 2025, 4:00PM with answers shown below:

1. Q: The Port owns some residential land set aside for workforce housing. The Background section of the RFP references these properties. However, much of the remainder of the RFP focuses primarily on downtown retail properties and industrial lands.

To help us scope our approach appropriately, could you clarify how much emphasis the Port would like us to place on residential properties and housing strategies within this project? Understanding your expectations here will help us ensure that we are aligning our work plan and budget with your highest priorities.

A: The Port’s residential properties are not explicitly set aside for workforce housing in Port policy, but as the local economic development entity, this is its most likely use.

With this project’s limited scope and budget, in regards to the Residential parcels, the Port would like to see a simple, broad strokes evaluation of the opportunities (current and near term) for the development of the properties, and the approaches most likely to yield the highest return on investment while also achieving the Port’s strategic goals. The Port does not expect to develop a housing strategy for the community within this effort, but rather, a better understanding of the Residential zone properties it holds and the opportunities in the near term for the disposition (or holding), and development of the property based on current economic conditions.
