This is a Notice of Intent to Award issued by the Port of Hood River for Oregon Buys Procurement #S-R14210-12625 concerning Invoice Printing and Mailing Services. The Port of Hood River received seven proposals in response to the RFP, which seeks a contractor to process and mail approximately 10,000 to 20,000 invoices weekly in support of the BreezeBy tolling system for the Hood River-White Salmon Interstate Bridge. The services include twice-weekly invoice processing and mailing on Wednesdays and Fridays using Port-approved invoice stock and envelopes. The proposal deadline was February 7, 2025, at 3:00 PM PDT. The Port intends to award the contract to BMS Technologies, the highest-ranked proposer, pending successful negotiations. If negotiations fail, the Port reserves the right to negotiate with the next highest-ranked proposer in sequence. The Port plans to transition to all-electronic tolling by March 31, 2025, with electronic tolling beginning April 1, 2025.
Competing proposers have seven calendar days from the notice date (February 19, 2025) to submit written selection protests, with the deadline set for 4:00 PM on February 25, 2025. Protestors must demonstrate they were ranked higher than the selected proposer and that higher-ranked proposers are ineligible for selection. The evaluation criteria awarded points across organizational structure and experience (20 points), qualifications and service (15 points), capacity and key personnel (20 points), schedule (15 points), sustainability and social justice (15 points), and proposed price (15 points). All services must be performed within Oregon per ORS 282.210, and the successful proposer must maintain commercial general liability and automobile liability insurance of $1 million per occurrence. Protests and inquiries should be directed to Debbie Smith-Wagar, Finance Director/Single Point of Contact, at the Port of Hood River, 1000 E. Port Marina Dr., Hood River, OR 97031, (541) 386-6651, or dsmith-wagar@portofhoodriver.com.
