1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
a. The work includes installation of a public potable water well and associated appurtenances, as well as the abandonment of an existing test well. The construction includes drilling, installation, development, and testing of the new permanent well. A gravity drain pipe will be used to manage water discharge during all well-related operations and will remain in service to convey blow-off water from the permanent well to the Great
South Bay (Bay). Approximately 90 percent of the gravity drainpipe was installed under a previous contract for this project; the remaining section, connecting the new holding tank to the existing outfall, will be installed under this contract, following well installation and prior to foundation work.
b. The project includes construction of a wood-framed pump house structure with an emergency diesel-powered generator, flow meter, piping, valves, electric switchgear, and controls. The building will be supported by an elevated reinforced concrete foundation system consisting of helical piles, pile caps, grade beams, columns, walls, and slab. A cast-in-place concrete blow-off holding tank, integrated into the foundation, will be constructed to receive discharge from the permanent well. Work also includes coordination and installation of electric, water, and sanitary service utility connections, followed by final site coordination and commissioning.
c. The Contractor shall be responsible under the base contract (CLIN 0004) for providing temporary protection of the completed permanent well, whether or not Option 8 is awarded. This includes furnishing and installing a watertight lockable well cap and a minimum 6-foot-high chain-link security fence with locked access gate around the entire site. These measures shall prevent unauthorized access, damage, and contamination, and shall be installed within the Base Item 0004 performance period. The measures shall remain in place following installation unless otherwise directed by the
Government.
d. Contractor Mobilization and demobilization: The Contractor shall include all mobilization and demobilization activities as part of each respective
Base Item and Option Item. No separate payment will be made. In accordance with the work restriction window shown on the Contract Drawings (e.g., no construction from the third week of May to the second week of September), if the Contractor is unable to complete work prior to the seasonal shutdown, they shall fully demobilize — including removing all materials and equipment and restoring staging and access areas — at no additional cost to the Government. The Contractor shall remobilize as many times as needed, at no additional cost, to complete the work within the contractual performance period.
1.3.2 Location
The work is located at the Incorporated Village of Ocean Beach, Suffolk
County, NY 11770, as indicated in the bid document. The exact location will be shown by the Contracting Officer.
1.4 DFARS 236.204, DISCLOSURE OF THE MAGNITUDE OF CONSTRUCTION PROJECTS

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
c. The Contractor is responsible for the repair, restoration, or for all cost of damage resulting therefrom. If the Contractor elects to have alterations made to any existing structure, utility, dune, road, or other improvements, contractor must make arrangements with the owner of the facility for such alteration and the arrangements must be approved by the Contracting Officer prior to making alterations. Repair and restoration must comply with contract requirements and must also be approved by the Contracting Officer.
d. Protection of Survey Control:
The Contractor shall locate, flag, and protect all existing survey benchmarks, layout stakes, and control points prior to starting construction operations. These items shall be preserved throughout the duration of the Work. If any are disturbed, destroyed, or rendered unusable, the Contractor shall reestablish them at no additional cost to the Government using a licensed land surveyor.
1.6 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with
Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating
Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.
Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
